Under the direction of the Chief Financial Officer, the Manager of Corporate Risk is responsible for providing specialized expertise and a range of high-quality consulting and reporting services to the City, relevant to Loss Control, Insurance, Contracts, and Claims.
This position reports directly to the Chief Financial Officer, but is required to provide consulting services to all City Departments and Agencies, Senior Executives, and Council. The term “the City” referred to in this job description references the entire City: Councillors, Senior Executive, Managers, Supervisors and all other employees, volunteers or affiliated agencies of the City.
**As the**_ Manager of Corporate Risk_** **you will**:
- Lead the Risk Management Division in administering corporate risk management strategies and related policies.
- Manage the operations of the Risk Management Division - Insurance and Claims Branches, including staff and general office management.
- Oversee the financial implications of Risk Management.
- Evaluate and quantify loss exposure to assist the City in future planning and budgets.
- Facilitate the identification of risk.
- Report and advise on risk management related issues for Senior Executives.
- Develop a Risk Management program.
- Ensure the continuing development and enhancement of an electronic reporting system that will capture and record information in such a manner as to ensure professional and service level standards are met, and ensure that relevant statistical data is available as information and for trending purposes.
- Educate and inform management, employees & service providers on various issues with emphasis on risk control.
- Participate on Corporate Finance Department’s management team.
- In conjunction with the Chief Financial Officer, administer & control the City of Winnipeg’s Insurance Reserve Fund.
**Your education and qualifications include**:
- Chartered Insurance Professional (CIP or FCIP) designation with a focus on underwriting or claims.
- Successful completion of a University degree or post-secondary education in the field of finance, commerce, business or law. An equivalent combination of education and experience may be considered.
- Current Canadian Risk Management Designation (CRM).
- Membership in the Risk and Insurance Management Society (RIMS).
- Membership in the Insurance Institute of Manitoba (IIM).
- Fifteen (15) years’ experience in the insurance, claims, or risk management fields with a minimum of five (5) recent years of management experience.
- Experience with long-term and high-level business strategy and planning, as well as program development and project management skills.
- Experience, or strong knowledge and understanding of the operation of a self-insured program of insurance would be preferable.
- Thorough knowledge of insurance, claims adjusting, business continuity, resiliency, loss control, and risk management principles and practices.
- Knowledge of legal systems and procedures particularly in relation to common law, torts of negligence, regulatory requirements, legislation, municipal law, occupier’s liability, contract law, indemnification and professional adjusting practices.
- Knowledge of risk management software and systems.
- Strong analytical and decision-making skills required to prepare and present information to senior and elected officials.
- Excellent written communication skills required to present information in a concise and professional manner to various internal and external stakeholders.
- Excellent verbal communication skills to provide information to various internal and external stakeholders with tact and diplomacy.
- Strong interpersonal skills to establish and maintain effective working relationships with all stakeholders.
- Ability to prepare and conduct training programs.
