Reporting to the Director of Solid Waste Resources, the Manager - Policy and Enforcement is responsible for managing solid waste policy and by-law development, based on research and analysis of emerging industry trends and key performance indicators. The position manages a team of three Diversion Planning Officers and is responsible for enforcement programs related to commercial property inspections, illegal dumping, litter abatement, and licensing of construction and demolition debris facilities.
**DUTIES AND RESPONSIBILITIES**
- Oversees and manages all policy and enforcement activities related to Solid Waste by-laws including L-200 (Licensing of Construction and Demolition Operations), S-600 (Solid Waste Resource Collection and Disposal), and F-400 (Distribution of Flyers).
- Develops and nurtures strategic alliances with contractors and partners to achieve Halifax's corporate goals, Solid Waste Resources business plan goals and objectives as they relate to service delivery.
- Provides strategic advice in setting business unit priorities and alignment of resources with the business plan and operational needs of the department.
- Oversees and manages data analysis to track performance of Solid Waste Resources including related to key performance indicators for municipal, provincial, and federal purposes.
- Develops and recommends appropriate program and policy implementation actions (including by-law amendments) that may impact organizational structure, staffing levels and service delivery.
- Researches industry best practices, new and emerging trends and policies within the solid waste industry. Develops reports and recommendations to increase diversion, reduce system costs and support other business plan deliverables.
- Coordinates periodic stakeholder consultation on the future direction of the solid waste resource strategy in Halifax. Meets with citizen advisory groups, community committees and regulatory officials (e.g., Nova Scotia Environment and Climate Change).
- Acts as HRM’s Regional Coordinator representative on Provincial Solid Waste Committees including Regional Chairs and Regional Coordinator Committees. Additionally participates with other solid waste organizations (e.g., National Zero Waste Council) with the view of advancing policy initiatives.
- Primary point of contact with Divert NS, including managing service delivery and multi-million dollar funding agreements.
- Manages unionized staff, including recruitment and retention, training and development, attendance tracking, and performance feedback.
**QUALIFICATIONS**
**Education & Experience**
- University degree in a related field (e.g., Environmental Policy/Management, Environmental Science, Natural Resource Management, Public Administration, Law).
- Minimum five years’ related experience in policy development or research preferably in a municipal or public sector environment.
- Experience in solid waste and/or related field would be considered a strong asset.
- Minimum two years’ experience in an active leadership and supervisory role.
- Valid driver’s license is required for this position.
**Technical/Job Specific Knowledge and Abilities**
- High level knowledge of solid waste/resource diversion programs, including waste reduction, stewardship, and circular economy.
- Technical knowledge of modern solid waste/resource management systems, including collection, processing, and disposal.
- Excellent working knowledge of the regulatory framework for municipal waste disposal and diversion systems.
- High level of knowledge and technical ability in applied research methods.
- Demonstrated research, organizational and analytical skills.
- Knowledge of public administration and policy development.
- Excellent written and verbal communications skills, including the ability to present information to technical or non-technical audiences.
- General understanding of public/private partnerships, contract administration and management information systems.
- Good knowledge of project management, public consultation processes and financial management systems within a municipal administrative framework.
- Ability to make decisions, to work in team environments under pressure associated with tight timelines and public scrutiny.
- Demonstrated supervisory, administrative, and organizational ability.
- Computer skills including working knowledge of MS Office, databases, spreadsheets, project management, SAP, and remote reporting systems.
- Flexibility, and ability to manage a variety of activities concurrently.
- Tact and diplomacy in dealing with clients, other solid waste staff, and outside agencies.
- Graduation from HRM’s Aspiring Leader’s Program is considered an asset, and completion of the program is equivalent to one year of leadership experience._
