The Manager, Community & Family Programs is a values-driven leader who champions inclusive, equitable, and strengths-based programming for children, youth, families, and the broader community. Aligned with the mission and values of Community Services, this role provides leadership to a portfolio of programs that include our Outreach (Family Strengthening), Restorative Justice, Child & Youth with Support Needs and Child & Youth Connections programs.

Reporting to the Director, Programs & Practice, this leader fosters environments that are trauma-informed, culturally responsive, and rooted in belonging, recognizing and building upon the strengths of individuals—staff, clients, and partners alike. They work collaboratively to ensure programs meet evolving community needs while reflecting best practices and promoting meaningful impact.

**KEY RESPONSIBILITIES**

**Strategic and Operational Leadership**
- Lead the day-to-day operations of the portfolio, centering equity, inclusion, and service excellence in decision-making and planning.
- Align program priorities with organizational mission, values, and strategic goals, identifying opportunities for innovation and responsive service design.
- Manage and monitor program budgets in collaboration with Finance, ensuring transparency and fiscal responsibility.
- Implement strengths-based frameworks for planning and evaluation that highlight existing assets, encourage learning, and support continuous quality improvement.
- Guide long-term program growth and sustainability in response to emerging community needs and priorities.

**Program Oversight and Evaluation**
- Ensure all programs meet contractual obligations, accreditation standards, and reporting requirements.
- Cultivate and maintain strong partnerships with community agencies, funders, and internal teams to enhance service coordination and outcomes.
- Lead program evaluation and feedback processes, centering the voices and lived experiences of families and participants.
- Ensure inclusive practices, systems, and documentation that support accountability and reflect diverse identities and needs.
- Allocate staffing and resources strategically to promote service quality, staff wellness, and equity across programs.

**People and Culture**
- Model inclusive, relationship-oriented leadership that values team diversity, authenticity, and collaboration.
- Support staff to leverage their strengths and foster a sense of belonging and purpose within their roles.
- Lead recruitment, onboarding, supervision, and coaching with an emphasis on equity, psychological safety, and growth.
- Promote a feedback-rich culture that recognizes contributions, fosters professional development, and builds team resilience.
- Address performance concerns with clarity, compassion, and fairness, in collaboration with HR and in alignment with Collective Agreement provisions.

**Administrative and Compliance**
- Ensure program documentation and practices meet agency policies, privacy standards, and accreditation requirements.
- Uphold occupational health and safety standards to prioritize staff and client well-being.
- Review and approve administrative documents such as timesheets and expenses in a timely and accurate manner.
- Participate in, or delegate representation to, relevant internal and external meetings to ensure collaboration and effective information flow.

**QUALIFICATIONS**
- Bachelor’s degree in Social Work, Child and Youth Care, Psychology, or a related human service field; a Master’s degree is considered an asset.
- Minimum 3-5 years of progressive leadership experience in family and community services, including supervisory or program management roles.
- Training or demonstrated knowledge in trauma-informed practice, family systems, restorative justice, and community program delivery.
- Experience with program evaluation, outcomes measurement, and quality improvement processes is an asset.

- Proven ability to lead diverse teams, manage change, and foster collaboration across disciplines and community partners.
- Competence in budgeting, contract management, data systems, and performance evaluation frameworks.
- Commitment to equity, diversity, inclusion, and reconciliation in program design and service delivery.

**Employment Status -**Regular Full-time, Exempt

**Salary Range -**$95,000 to $105,000
