Reporting to the Manager, Strategic Transportation Planning, The TDM Program Lead is responsible for a full range of activities related to the planning, development, monitoring, assessment, and implementation of the region’s TDM policies and programs. The TDM Program Lead implements programs that are critical to the successful management of the transportation network. They excel in communications, team building, and project management in a dynamic, multi-disciplinary environment. They provide leadership, build strategic partnerships, and inspire and manage behaviour change in individuals and organizations.

**DUTIES AND RESPONSIBILITIES**:

- Develops a comprehensive TDM program for both the corporation and the broader community, including goals, policies, networks, priorities, measurable objectives, and public consultation.
- Provides leadership and direction to project teams and internal/external stakeholders for the implementation of TDM programs and initiatives
- Supervises the work and job performance of the TDM team members
- Inventories and monitors the effectiveness of ongoing TDM programs within the municipality and hosted by employers in Halifax
- Leads planning exercises related to TDM and improving the modal share of cyclists, pedestrians, transit, and high occupancy vehicles in HRM
- Leads the development of policies and programs aimed at commuter trip reduction
- Develops communication materials (e.g., newsletters, information sheets, videos) and leads promotional events / programs to support public education of sustainable transportation programs and the objectives of TDM, the IMP, and transportation planning in general
- Collaborates with those who administer programs to monitor characteristics of the transportation network and periodically evaluates the effectiveness of current policies, services and infrastructure on achieving TDM goals and objectives
- Develops proposals for provincial and federal sources of funding for TDM projects
- Keeps up to date on current research and practice in the field of sustainable transportation planning
- Recommends short-term and long-term projects to be included in the capital/operating budget and works closely with the Strategic Transportation Planning Manager in preparing and monitoring the operating and capital budgets as they relate to TDM
- Attends and actively participates in Regional Council, Community Council, advisory board, and public meetings. Effective use of presentation, facilitation, mediation, and negotiation skills are an important part of the job
- Negotiates agreements to support TDM initiatives with other HRM departments, major employers, destinations, events, and developers

**QUALIFICATIONS**
**Education & Experience**:

- Post-secondary degree in Urban Planning, Urban Geography, Transportation Planning or related program from an accredited college or university is required
- Minimum of six (6) years related experience in the field of sustainable transportation/transit planning, and/or coordinating/administering programs for a wide variety of stakeholders
- Minimum of six (6) years’ experience with conducting presentations in a professional setting
- Experience in project management and supervision of staff is an asset.
- Graduation from HRM's Aspiring Leaders Program is considered an asset, and completion of the program is equivalent to one year of leadership experience.

**Technical/Job Specific Knowledge and Abilities**:

- Actively involved in recommending and implementing improvements to departmental processes and procedures.
- Understanding and appreciation of the how environmental sustainability relates to the field of transportation.
- Ability to prepare presentation materials and adapt them to a variety of audiences.
- Strong project management skills in a multi-task and multi-disciplinary environment;
- Ability to be self-directed and proactive when managing projects and identifying new work and initiatives.
- Strong time management skills, ability to work on multiple projects simultaneously, managing expectations and priorities.
- Excellent interpersonal skills, including presentations to audiences large and small,
- Ability to interpret and correlate municipal policies.
- Demonstrated creative skills to develop educational and promotional materials and encourage behavioral change.
- Strong ability to plan, organize work, and communicate with others.
