**Procurement Officer**

Location: Toronto, ON

The Canadian Major Projects division of VINCI Construction (VCMP) is specialised in the management and execution of complex infrastructure projects as well as the construction of major civil engineering and building works. It is a subsidiary of VINCI, a global player in concessions and construction company, which employs more than 183,000 people in around 100 countries.

**Position's Main Objectives**: To support the purchase team in addressing and providing solutions for the project's procurement.

**Reporting to**:Procurement Manager

**Principal Accountability & Responsibility**:
1. Execution:
Develop, implement, manage and co-ordinate the procurement processes and be able to use legally established professional and transparent procurement policies and procedures of the project.
Draw up a plan for the purchase of equipment, services and supplies.
Oversee the activities of the department responsible for purchases and stocks.
Approve the best products and/or services taking into consideration costs after having reviewed and analysed all options.
Ensure that the products and/or services have the required quality and stardards, in light of the allocated budget/price.

2. Supervision:
As part of its supervising role, the Procurement Officer is responsible for assigning duties to each staff member and review their work regularly.
Effectively supervise assigned staff ensuring they are adequately versed in the relevant practices, procedures and policies.

3. Coordination:
Prepare calls for tender and follow-up procedures and manage any type of contract (services, works, and supplies)
Provide assistance related with procurement matters to the organisation's members.
Act as a main link between the project and its suppliers.
Search for suppliers and negotiate the best deals for the project.
Develop good relationships with suppliers and have demonstrated excellent negotiations skills.

4. Documentation:
Maintain accurate records of purchases and pricing.
Ensure that the department has all important details (such as: suppliers qualifications, delivery times, potential development, products, etc.).
Additional preparation of Ad-hoc reports and tasks upon request.

**Key Skills and Knowledge**:
Excellent negotiation skills with high level of knowledge regarding the Canadian market.
Trust-worthy, goal oriented, creative, innovative and high ability to work under pressure
Fluent in English. French an asset.

**Education**:University Degree in Law, Public or Business Administration or equivalent academic or professional training.

**Experience**: minimum 5 years of professional experience in legal, administrative and operational aspects of Procurement.
