**Responsibilities**:

- Develop and implement the CQMP and ensure that it is comprehensive and effectively managed
- Ensure that all construction activities meet the requirements of the CQMP.
- Assist in the development and oversight of a Quality Control (QC) program to verify that construction activities are being performed according to plans and specifications.
- Monitor and report on the progress of the QC program to the Quality Director.
- Oversight of quality records, including inspection reports, testing records, and corrective action reports.
- Provide regular reports on the status of the CQMP to the Quality Director and other stakeholders as required.
- Participate in project meetings and provide advice and guidance on quality issues.
- Ensure that all quality-related documents are reviewed and approved in a timely manner.
- Conduct audits of the CQMP and QC program to identify areas for improvement.
- Provide training to construction personnel on the requirements of the CQMP.
- Integrate and deliver on other Construction related quality management functions like Traffic Quality Management and Works Schedule Quality Management
- Develop and implement detailed quality system procedures and detailed process flow charts for construction safety audits, Project Works Schedule management and audits, inspection, testing and monitoring for Quality Assurance, referee sampling, materials identification and traceability, quality assessment and procurement of Project Co Parties responsible for construction, External Quality Audits of Project Co Parties responsible for construction, Internal Quality Audits, control of nonconforming product, Deficient Material and/or Deficient Workmanship, Corrective Actions, Preventative Actions and opportunities for improvement, repair proposal, document management, control of Issued For Construction drawing mark-ups to reflect the as-built condition, including capture of the reasons for any changes from the Issued For Construction documents and any necessary authorizations, and control of Quality Records

**Requirements**:

- Bachelor's degree in Engineering, Construction Management, or related field
- Minimum 10 years of experience as a Quality Manager for the construction of highways and bridges on MTO projects
- Certified as a quality professional from certifying bodies, with a minimum successful completion of an ISO 9001 Lead Auditor Course
- Proven experience or expertise in overall ISO 9001 audits
- Strong organizational, analytical, and problem-solving skills
- Excellent communication and interpersonal skills
- Ability to work independently and collaboratively with diverse teams
- Ability to manage multiple projects simultaneously and meet deadlines
- The Construction Quality Manager shall report directly to the Quality Director and shall be independent of the design and construction.
