Reporting to the Director of Waste and Recycling Services (WRS), the Manager, Collection Services has overall responsibility and accountability for the Collection Services Division, in alignment with the Corporate Strategy and Business Unit goals. The Collection Services division provides residential garbage, recycling services and organics collection to City of Calgary households. Other key functions of the division include garbage and recycling collection from commercial customers and other City facilities, management of Community Recycling Depots, collection services at community cleanups, festivals and events, seasonal waste diversion programs, maintenance of automated collection carts and commercial bins, and coordination with Fleet & Inventory for all fleet, and training for vehicles and equipment.
As a member of the Waste and Recycling Services Management Team (WRSMT), this position is a key contributor to the overall strategic direction of WRS. This includes actively participating in the development and provision of strategic leadership and overall direction of WRS business objectives. You will be expected to foster an inclusive leadership approach which guides practices and decisions that contribute to an environment where all employees feel valued, respected, supported and safe. Primary duties include:
- Actively participate in the development and provision of strategic leadership and overall direction of all aspects of WRS' business.
- Provide divisional strategic direction and oversight on the implementation and adaptation of WRS goals and objectives into the division's four year and annual business plans and long-term operational strategies. Short term and long-term divisional priorities are created, along with implementation plans and performance measures to monitor progress.
- Supervise divisional leaders, including leadership coaching, career development, training, recruitment, succession management, labour relations, and performance management.
- Develop and engage employees including building leadership and change management capabilities and creating a culture of safety and respect.
- Manage the divisional operating budget. This includes establishing annual budgets, monitoring progress and addressing variances. As a member of WRSMT, participate in the business planning and financial processes as well.
- Act as the project sponsor for new initiatives and projects. Responsible for ensuring project resources are available and required, project scope, deliverables and timelines are defined and met.
**Qualifications**
- A degree in a related field such as Engineering, Science or Business and at least 10 years of experience in progressively more responsible roles.
- Equivalent combinations of experience and education may be considered.
- A designation such as P.Eng. or MBA is considered an asset.
- Experience must display progressively responsible leadership roles in strategic and operational engineering, government or utility engineering operations, or waste management facility operations.
- Aligning with City corporate values, you will have demonstrated success in building, developing and leading strong teams, developing and using metrics to improve organizational performance, deploying resources to achieve effective and efficient outcomes, and displaying political acumen while leading change and enabling innovation.
