Your Impact in the Role:
About the Job Duties:
- Lead the collective bargaining process by providing advice, interpretation, and research in preparation for contract negotiations and assist with the implementation and administration of the collective agreements.
- Develop and implement labour relations strategies aimed at promoting positive labour-management relationships.
- Offer expert advice and guidance to the HR team and management in the areas of grievances, arbitrations, mediations, corrective actions, performance management, accommodations, attendance management, and human rights matters, fostering a healthy workplace culture and ensuring compliance and effective conflict resolution.
- Establish and manage a comprehensive HR policy compliance program, ensuring adherence to legislative requirements and organizational standards.
- Lead occupational health and disability management programs to promote employee well-being and workplace safety.
- Oversee the pay equity program ensuring fair and equitable compensation practices while supporting organizational goals.
- Manage and evaluate employee benefits programs, ensuring competitiveness and alignment with industry standards.
- Monitor and analyze trends and data in labour relations, employee engagement, and compensation through KPIs to inform strategic decision-making.
- Lead initiatives that promote a positive organizational culture and enhance employee relations practices across the municipality.
- Provide strategic direction and leadership to ensure team alignment with organizational goals, fostering collaboration, accountability, and high performance.
- Develop team capacity by coaching, mentoring, and identifying professional development opportunities, ensuring alignment with operational and organizational priorities.
- Guide and support team members to meet operational objectives, ensuring compliance with organizational standards, policies, and procedures while fostering a collaborative and respectful work environment.
- Facilitate the successful onboarding of newly hired employees by delivering comprehensive training and continuous development, ensuring alignment between their role, organizational objectives, and the municipality’s culture.
Qualifications (Essential & Preferred):
Education & Certifications:
- Degree in Human Resources, Business Administration, Labour Relations, or a related field.
- Certified Human Resources Professional (CHRP) or Certified Human Resources Leaders (CHRL) designation
**Experience**:
- Minimum of 7 years of experience in labour relations, employee relations, or human resources, with significant experience in bargaining and policy development, with a minimum of 3 years in a managerial role.
- Prior experience in a unionized environment
Equivalent combinations of education and experience may be acceptable.
Knowledge, Skills, and Abilities:
- Labour Relations Expertise: In-depth knowledge of labour laws, collective bargaining strategies, and employee relations best practices.
- Communication: Excellent verbal and written communication skills, with a history of preparing clear and concise reports and engaging presentations.
- Analytical Skills: Strong ability to analyze complex data and trends related to labour relations and employee programs.
- Interest-Holder Engagement: Excellent ability to build high levels of credibility and productive partnerships, with a strong ability to collaborate with diverse interest[1]holders at all levels with tact and diplomacy.
- Attention to Detail: Keen ability to ensure accuracy in documentation, reporting, and compliance.
- Leadership: Proven ability to lead and mentor HR teams, fostering a collaborative and high-performing work environment.
- Conflict Management: Demonstrated skills to resolve complaints and disputes, in controversial, confrontational, and politically sensitive environments.
- Decision-Making: Developed critical thinking and problem-solving skills with sound judgement in circumstances with conflicting information.
- Customer Service: Strong commitment to internal and external customer service.
Working Conditions:
- Work is performed primarily in an office environment, with occasional travel required for negotiations, meetings, or training sessions.
