Out of Scope

Work Location: This role is eligible for hybrid work at the manager’s discretion - this means you’ll have the flexibility of working from home and in the office (in Regina), on a scheduled rotation after training is complete. Until then, the successful incumbent will be expected to work on-site, full-time.

Key Accountabilities

Group Benefit Program Management- Researches, evaluates, recommends and implements benefit plans changes based on trends, organizational needs and changes to legislation.- In conjunction with Manager and Director, conducts annual analysis of benefit trends and practices and works with external consultants on potential plan changes. Develops written recommendations for annual adjustments to senior HR management on premiums or design of group benefits based on analysis and trends.-
- Consults, advises and assists management and employees on group benefits programs and entitlements, including selection, enrollment, conversion, claims submissions, coverage interpretations, processes and procedures.- Works with HR, managers and employees on resolving complex matters related to group benefits and government provided insurances (PEBA).- Advises and assists management and employees on the interpretation of the CBA and HR policies, procedures and programs as it relates to group benefits.- Develops and maintains benefit packages for all new employees.- Administers the healthcare spending account, ensuring benefits are administered fairly and equitably and in compliance with the collective bargaining agreement (CBA), policies and applicable CRA legislation.- Conducts benefits information sessions for new and existing employees.- Consults and liaises with external vendors on data transfer and required changes for program changes.

Internal Benefit Program Management- Consults with and advises management, HR and employees on the interpretation of the CBA, HR policies, procedures and programs related to internal benefit programs (i.e. leave top-ups, return in service agreements, top-up calculations,).- Administers the corporate long service employee recognition program, including adjusting club dates for employees with prior SGI service time, providing support to the 25/35 year club executive for the annual banquet and processing and approving the banquet expenses.- Manages the administration of claims for the Computer Purchase Program, Winter Tire Program and wellness accounts and applicable policies.- Manages and administers the Corporate Relocation program including consulting, reviewing, approving and processing employee expense claims and maintaining the program and policy for relevancy.- Conducts research and analysis of new and current benefit programs and practices (internal). Develops written recommendations to senior HR management on program changes or new programs.-
- Advises and assists management and in-scope staff on the interpretation of the CBA and HR policies, procedures and programs related to absences, leaves and HRMS functionality.- Resolves leave and absence-related issues and recommends solutions to HR management when outside of policy.- Oversees and approves calculation adjustments on vacation, sick leave, top-up, increment, and seniority credits for employees on disability, Workers’ Compensation Board, no fault, maternity, paternity, leave without pay and other leaves.-
- Calculates and collects premiums for continuation of benefits during leaves.

Pension/Retirement and Termination Administration- Consults, advises and assists management and employees on the interpretation of the CBA, general labour relations issues, and HR policies, procedures and programs related to pension and retirement options and employee terminations.- Processes appropriate paperwork to support employee departures.- Calculates and processes vacation payouts and retirement allowances payments in accordance with Canada Revenue Agency (CRA) regulations and HR policies.Reporting and Audit- Prepares Crown and government reports annual submissions related to In-Scope and Out-of Scope compensation and benefits programs (i.e. Compensation Lift Report, Retirement Transitions).- Compiles and submits annual SRP requirements for actuarial review.- Responds to internal (management and executive) and external (government, Crown and CIC) complex requests on benefits and compensation related matters.- Conducts required audits on enrollments and entitlements to ensure within policies and CBA.- Leverages internal system data (i.e. HRMS, PeopleSoft) and external vendor data (i.e. GWL) to respond to inquiries or to en
