**Position Summary and Scope of Service**:
Under the direction of the Supervisor, the Talent Acquisition Specialist is a specialized role with a focus on external recruitment in filling vacancies within an assigned portfolio. This position is responsible for managing vacancies with a long term perspective focusing on building talent pipelines and contributing to workforce planning. This position works closely with hiring manager(s) across the organization.

**Qualifications**

Educational:

- Post-secondary education, with a focus on business and/or human resources is a strong asset; work experience in recruiting is critical and can be in place of education.
- Three (3) plus year's recruitment experience and preferably a combination of recruitment and education.
- Experience with internal and external recruitment processes and databases.
- Proficiency with social media, resume (CV) databases, and professional networks.
- Experience administering a CBA in accordance to hiring/staffing needs (i.e. internal posting process, and decision-making based on seniority).
- Experience in an internal staffing position in an organization with a workforce exceeding 1500 employees (unionized and non-unionized).

Professional:

- Excellent organizational skills to manage high volume recruitment activities.
- Ability to conduct different types of interviews - structured, competency-based, etc.
- Hands on experience with various selection processes - video interviewing, phone interviews, reference checks, etc.
- Hands-on experience with recruiting software, as well as Human Resource Information Systems (HRIS).
- General understanding of human resources-related legislation, HR policies and Collective Bargaining Agreements (CBA).

**Duties and Responsibilities**:

- Builds and maintains internal partnerships and relationships.
- Collaborates with hiring managers to create job postings for current vacancies.
- Collaborates with hiring managers to understand internal and external hiring needs; develops talent strategies with programs, which includes creating job descriptions and interview questions that reflect the requirements for each position.
- Posts internal vacancies in accordance to the Collective Bargaining Agreement (CBA).
- Identifying and partnering with external resources as required to ensure hiring needs are met.
- Participates in career/job fairs and recruitment events to build a strong pipeline; supports the Talent Acquisition Associate in the preparation of event materials.
- Administrative:

- ** Internal - ensure employee files are up-to-date, including the Human Resources Information System (HRIS) pertaining to transfers;**:

- ** External - completes new hire paperwork, creates employee files, and updates files as needed. Adds new hire profile to the Human Resources Information System (HRIS) database.**
- Prepares reports on recruitment activity for the hiring manager(s) and Recruitment Supervisor, summarizing recruitment efforts, trends, challenges and solutions. Provides recruitment reports and statistics on key performance indicators (KPI's) such as but not limited to time to fill.
