The Office of Business, Operations and Strategic Affairs provides leadership to the overall operational management at the University of Toronto Scarborough (UTSC). The Office works collaboratively with senior leaders across the University to develop integrated long-term plans that bridge academic and research aspirations. The Office of Business, Operations and Strategic Affairs is responsible for administrative and operational functions for the following departments: Business Development (Retail & Conference Services, Food & Beverage Services, Aramark, external business ventures in the area of hospitality), Campus Safety & Security, Campus Planning & Analysis, Design & Construction Management, Facilities Management including Capital Projects, Financial Services, Information & Instructional Technology Services, Office of Sustainability, Partnerships & Legal Counsel, and N’sheemaehn Child Care Centre. The office’s goal is to ensure that financial and operational resources are aligned to provide a distinct university experience to its expanding student population.
**Your Opportunity**
Under the general and broad direction of the CAO, UTSC, the incumbent provides leadership to the Campus Planning & Analysis group, which includes 3 PM staff and 1 USW staff. Serves as a key advisor and consultant for UTSC senior management on policy and planning decisions, strategic advice and analysis, particularly in the areas of proposals relating to campus academic and administrative matters, faculty complement, undergraduate and graduate enrolment planning, tuition setting, government grant funding, space planning, budget planning and performance measures. The incumbent advises on the impact of high-level central university budgeting proposals on UTSC revenue and expenses (UTSC has a net revenue budget of $300M).
The Director, Campus Planning & Analysis, oversees special projects and committees on behalf of the CAO and acting as the CAO’s designate on a variety of occasions. Provides highly informed advice for the Business Operations & Strategic Affairs (BOSA) portfolio, supports a variety of inter-portfolio projects, including organizational restructuring and recommendations for organizational change. The Director provides leadership as head of working groups, task forces, and committees representing a range of stakeholders as assigned by the CAO and VP Academic & Dean.
The incumbent serves as the Co-Director of UTSC’s virtual Institutional Planning and Research Office (IPRO), which has a dotted line reporting relationship to the Vice-Principal Academic & Dean and the Chief Administrative Officer.
The role of Director, Campus Planning & Analysis is technically demanding, requiring an in-depth understanding of the underlying principles of enrolment, institutional planning, understanding of human resources systems, issues facing the higher education sector, economic landscape, financial analysis, understanding of the University’s and divisional budget issues, government policy and funding issues.

Minimum eight (8) years related experience in statistical analysis, demographic analysis, computer assisted analysis, and operations research in a university setting. Increasingly senior experience in a University setting or equivalent in terms of demonstrated abilities is an asset. Experience collaborating and interacting with senior administrators and providing advice and expertise, strategic financial planning, budgeting, financial analysis, statistical analysis and computer assisted analysis. Experience in report writing and delivering presentations. Experience in negotiating sensitive and complex financial arrangements. Experience in team building, training and managing staff. Knowledge of higher education policies, budgeting, financial policies, enrolment management is an asset.
