Position: Manager of Instructional Media

Salary Range: Band 9: $107,315.00 - $127,976.00

Location: Human Resources, J. W. Singleton Education Centre

Work Schedule: 35 hours/week, 12 months/year

Effective Date: February 3, 2025

Position Summary:
The Manager of Instructional Media provides leadership and coordination for school board staff on school library and instructional media programming and services. The Manager advises, guides, and supports Library Technicians, Teacher-Librarians, School Administrators, and other staff regarding the policies, best practices, and procedures for school libraries. This position develops, manages and maintains a diverse and engaging collection of regional instructional materials for the Halton District School Board as well as their associated digital content management systems. The Manager is accountable for the development and monitoring of the budget to serve current and anticipated departmental requirements. This position is responsible for the day-to-day supervision of unionized library staff working at the board office and in school libraries.

The HDSB recently introduced a Work from Home Administrative Procedure. In accordance with this Administrative Procedure and with the approval of the immediate supervisor, employees who work at HDSB administrative sites may work from home for up to 50% of their regularly scheduled hours. Work from Home arrangements may change based on the future needs of the Board. The HDSB offers funding for professional development in accordance with the Terms and Conditions of Employment for management and administration support staff.

Key Responsibilities:
Strategically plans library and digital media services and program initiatives, and leads system-wide collection development activities

Uses knowledge of K-12 curriculum for board initiatives and understands the various policies and procedures required to engage 21st century learners

Negotiates and manages board-wide contractual agreements for library services and resources

Manages the deployment of the school district's integrated library system and oversees its effective implementation for the care and control of library resources

Strategically develops and recommends the goals, policies, resources, and services of school libraries to align with the immediate and long-term goals of the board, and meet the educational needs of students and staff

Manages human and financial resources to ensure they are being used efficiently and effectively, including:
Preparation and monitoring of budgets for the department and related programs

Management of direct reports by assigning work, setting schedules, resolving problems, and identifying appropriate individual goals aligned with individual capabilities, work requirements and the School Board’s vision and strategic plans

Implements best practices and industry standards through awareness and training

Collaborates with administrators, other school board staff, and community partners

Facilitates library committees to create school library services instructional materials, to develop pertinent web content, and to engage staff and students in their learning journey

Actively participates on board-based, regional, and provincial committees to advocate for school libraries and to deploy library services in support of the school board’s vision, mission and values

Creates engaging, organized, accessible and safe library spaces
- Utilizes knowledge of trends in library design and space planning

Ensures adherence to AODA and safety standards in the selection of library shelving and furnishings

Determine optimal functional layout for school libraries to effectively deliver library programs and services

Coordinates decisions with school administration and departmental leads

Conducts administration for the department including bulk resource purchasing, report preparation, library website development, cataloguing processes, circulation practices, interlibrary loan requests, research and inquiry instruction support in an effort to achieve exceptional school library experiences for students and staff

Qualifications:
Masters Degree in Library and Information Science

5-7 years previous job related experience in a school/educational library with supervisory experience in unionized environment

Experience in, and familiarity with Ontario Ministry of Education K-12 curriculum documents and professional learning networks

Health & Safety for Supervisors & Managers Certificate from Public Services Health & Safety Association (previously Education Safety Association of Ontario

Understanding of the Canadian Copyright Act for the education sector in relation to learning resources and services
