Reporting to the Senior Clinical Program Director the Business manager supports the EVP Clinical/CLMs/PCMs and related programs, as well as providing independent support to various programs within the hospital and communication/feedback with external partners such as TRCP leadership/CorHealth/OHCCO with the following: areas: Budget preparation, monitoring and forecasting, and all associated activities and responsibilities associated with these areas including developing/analyzing reports, volume reporting/data analysis/data submission/quality improvement activities and quality checks.

**RESPONSIBILITIES**:

- With the Senior Clinical Program Director, lead the development of program’s annual operating and capital budget assessing and advising on the key drivers to performance, and subsequently perform the monitoring and forecasting of such budgets on a risk-based approach, managing, challenging and influencing the assumptions used by budget holders to achieve expected financial results.
- Utilize a deep understanding of program operations including knowledge of procedures, cases and services in clinical areas to appraise and confirm budget assumptions, providing insight into drivers to costs and materials utilization and recommendations for increases to budgeted financials or changes in resource utilization.
- Support programmatic implementation of Service planning / cost saving process, whilst guiding and supporting Senior Clinical Program Director and budget holders to ensure mitigation strategies are identified and implemented in year to ensure ministry committed results are achieved.
- Coordinate the development and consolidation of the Programs annual and multi-year operating budget, and subsequently perform the monitoring and forecasting of such budgets at a program-wide level with support for stakeholders and escalation of risks and opportunities to Senior decision makers
- Lead the quarterly re-assessment of program forecasts, utilizing historical and current trends and performance drivers to confirm updated financial expectations in all aspects of the budget/program performance
- Prepares monthly and quarterly expense/revenue to budget analysis/reports for review by Managers and Director, including: trending/ analysis, when required of key supplies, expenses or revenue; Forecasts corporate operating needs with respect to budgets, to enable the Department to advise the Finance Department regarding:

- Anticipated year over year adjustment due to inflation, contract changes, approved utilization/formulary change, including documenting assumptions and known facts;
- Allocation of annual percentage adjustment on an individual functional unit basis;
- Performs analysis of quarterly departmental supplies utilization report, to identify trends or areas in need of further therapeutic exploration, including: subgroup analysis and trending aspects;
- Supports and validates key charges, databases and reports.
- Supports and optimizes procurement and inventory control:
- Trends and analyzes patterns in drug and supply purchases and/or issues;
- Evaluates procurement and inventory parameters, e.g., minimum/maximum monthly levels, quotas and locations, recommending revisions to Manager;
- Recommends revisions to optimize procurement and inventory control processes according to best practice and specific targets, e.g., Inventory turns;
- Identifies opportunities for enhancing revenues/recoveries for reducing expenses;
- Conducts periodic external scanning and benchmarking activities for select portfolio functions or programs, as identified;
- Assists in the development, execution and evaluation of Requests for Proposals (RFP’s), special projects, department improvement initiatives, etc.;
- Assists with selected operational responsibilities of the Program Director, e.g., coordination of reports, documents, performance evaluations or other similar tasks.
- Leads business case analysis to highlight capital and operational impacts of varying projects, providing insight and recommendations to Senior Director /EVP and senior stakeholders which enable key business decisions across program(s) including wide capital initiatives whilst ensuring alignment with network strategic plan.
- Monitoring and analysis of Service Planning / cost saving initiatives with guidance and advice on mitigation strategies should expected outcomes not be achieved
- Takes independent, proactive approach to analyzing performance of program, determining causes, trends and proposing creative and innovative solutions based tailored to the varying program needs; advising on management of financial risk, ensuring mitigation strategies are provided when risks have been identified
- Creation and maintenance of strong relationship with program areas, through provision of presentations and engagement of clinicians and program directorship, physicians and management.
