The Alberta Public Service (APS) is taking a One Finance approach to the delivery of financial services. Financial services include the delivery of financial planning, reporting, and operations, as well as ongoing engagement with policy and program areas to provide strategic decision-making support. There are three top leadership priorities that support this One Finance approach: proactively supporting our talent across the finance community; providing collaborative and responsive services to our business partners; and actively engaging in continuous improvement of the way we support each other and do business within our teams and across the entire finance community.
**Role Responsibilities**:
Under the direction of the Director, Financial Reporting and Compliance, the position manages a team of 5 professional staff responsible for the financial reporting for the ministry and the department on a quarterly and annual basis.
The Manager has a key role in ensuring senior decision-makers have access to timely, accurate, and reliable financial information and associated advice and consultation relating to complex financial issues. In addition, this position deals with internal and external stakeholders including Treasury Board and Finance, Service Alberta and Red Tape Reduction, other ministries and the Office of the Auditor General.
The Manager must have a strong understanding of financial accounting, the Financial Administration Act, Generally Accepted Accounting Principles (GAAP) and Public Sector Accounting Standards (PSAS) to ensure that financial reporting is aligned and consistent with relevant legislation, government and Ministry guidelines, and professional accounting standards.
As a working manager, time is split between directly completing some work and supervising subordinates doing the work of the unit.
Responsibilities include:
- Ensures that the Ministry Financial Statements and analyses are prepared in a timely and accurate basis in accordance with legislation, guidelines, standards and accounting principles.
- Reporting processes are robust, accurate and consistent with accounting policies while maintaining quarterly and annual reporting process for the Ministry, including providing training and consultation to division representatives regarding reporting policies and procedures.
- Ensuring the Financial Reporting team are managed to deliver outcomes associated with business and operational plans and performance agreements. Also facilitatting effective communication and collaboration among team members within the unit, branch and division.
- Supporting senior and executive leadership decision making while also identifying and researching best practices relating to financial reporting, promoting adoption of innovative approaches to meet government and stakeholder requirements.
