Heavy Equipment Operator

**Job Title: Heavy Equipment Operator (HEO)**

**Job Summary**:
A Heavy Equipment Operator assists the RM of Cartier in the delivery of core services to the public. The operator is required to operate various pieces of machinery and equipment as required by the RM. This is a full-time position. The HEO may be required to work on an as needed basis when certain situations arise and are expected to take direction and instruction from the Public Works Manager or the Public Works Lead (and in their absence the CAO), to complete the duties, call outs, and emergencies in an efficient and cost-effective manner. Scheduling of work hours or days will be done by the Public Works Manager (PWM). _We are primarily looking for those with Excavator and/or Grader operation experience._

**General Duties & Responsibilities**:

- Utilize resource capacity planning concepts to ensure work is planned and completed in an effective and efficient manner
- Carry out duties proactively, adhering to schedules and requirements and with mínimal direct supervision
- Be prepared to shift duties as circumstances require, or given PWM direction, while ensuring the tasks are accomplished
- Represent the Municipality in a respectful and professional manner
- Enforce the Municipality’s rules and report any instances of infringement, non-compliance, or outside of regulatory frameworks.
- Excellent communication and collaboration coupled with exemplary teamwork with colleagues, third-party providers or other Municipal organizations is key.
- Bring any matter of concern or suggestions for improvement to the attention of the Public Works Manager or Public Works Lead.

**Specific Responsibilities**:

- To have the ability to operate RM heavy equipment such as, but not limited to: Excavators, Backhoes, Grass Cutting Implements, Tractors, Track loaders, Graders, Forklifts, Trenchers, etc.
- Operating other heavy equipment.
- Manual labour and other duties as assigned.
- Performing daily maintenance and safety checks on equipment.
- Ensuring the Public Works shop and work areas are kept clean and organized - at all times.
- Demonstrating continuous efforts to improve operations and work cooperatively with the Public Works team.
- Demonstrating a willingness and ability to work with little supervision.
- This position requires being on call on occasion with the ability to quickly respond to such calls as required.
- This position also requires the ability to work extended hours and on weekends as necessary.
- Operate a motor grader to perform routine summer road maintenance and winter snow clearing.
- To collaborate by employing good communications skills plus listen to and follow instructions
- To employ excellent judgement across a variety of situations and job conditions.
- Regular repair and maintenance to the RM’s (heavy) equipment within the reasonable expectations of what constitutes regular Maintenance, Repair & Other (MRO) duties, as determined by the PWM.
- Report to PWM the need to replace or repair municipal assets such as culverts, signs, hydrants, etc.

**Major areas of Focus**:
**Ditches**
- Heavy Equipment Operators, especially Excavator Operators, are expected to Install and maintain culverts and be public works leads for ditch construction and ditch cleaning; they will also be relied upon to identify and fix drainage problems as applicable; and may be called upon to survey municipal ditches and drains and/or operate hydraulic excavators to clean and maintain municipal ditches and drains.

**Roads**
- Heavy Equipment Operators are expected to be able to be crossed-trained to a level that enables them to grade roads, streets and highways, gravel roads, employ dust control, clear snow from roads and sidewalks, conduct road and street maintenance, sand streets and sidewalks, and assist with the inspection of streets and roads.

**Public Works Yard and/or Green Space Maintenance**
- Heavy Equipment Operators are expected to ensure the Public Works shop and work areas are kept clean and organized at all times.
- HEOs are expected to complete various other yard maintenance duties as assigned.
- HEOs are expected to trim trees as necessary, cut grass at parks, yards, ditches, roadways, and rights of way if required, plus conduct weed inspections or spray as directed by the PWM.

**Water and Sewer**
- Under supervision of the PWM or Water Services Leads, inspect water and sewer hook-ups, inspect water meters and seal them, repair water meters as required, flush water lines, and open curb stops.

**Miscellaneous Duties**
- Put up street signs and civic address signs
- Post variance notifications
- Assist with ordering pipes, gravel, sand and supplies as required

- Service equipment - assist in maintaining complete preventive maintenance on all equipment
