Labour Relations Specialist

Coordinate, lead and participate in investigations that arise out of complaints filed under City Administrative Standards, including but not limited to the Respectful Workplace Administrative Standard and Human Resource directives, protocols, collective agreements, and legislative acts/regulations.
On behalf of the Organization respond to Human Rights Complaints filed by external parties against the City of Winnipeg/Winnipeg Police Service
**As a Labour Relations Specialist** **you will**:
- Provide Labour Relations-related consultation, primarily on issues related to collective agreement interpretation, grievances and City of Winnipeg Administrative Standards. Act as a resource in the area of employee relations/communications
- Oversee the Winnipeg Police Service Respectful Workplace Program; including training, investigation, conciliation, and mediation for workplace conflict and respectful workplace issues
- On behalf of the organization, respond to Human Rights Complaints filed by external parties against the City of Winnipeg/Winnipeg Police Service
- Other duties as required
**Your education and qualifications include**:
- Degree in Human Resources, Labour Relations, or Industrial Relations or an equivalent combination of related education and experience
- Courses specific to investigating respectful workplace issues, performance management, and human rights complaints are considered assets
- Certified Human Resources Professional (CHRP) designation is considered an asset
- Three (3) years’ experience working as Labour Relations Officer with large department portfolio (including grievances, arbitration work, participation in Collective Agreement negotiations, full workforce legislation, and coaching Human Resources and Management)
- Experience investigating, assessing, and resolving respectful workplace issues/complaints (e.g. disrespectful behaviour, harassment, disruptive workplace conflict)
- Experience leading human resource investigations in all areas of labour and employee relations
- Previous related experience in a police organization, a large government organization, or a large unionized workplace preferred
- Knowledge of disciplinary hearings and grievance handling
- Knowledge of best practices related to investigations
- Knowledge of relevant human resource legislation, collective agreements and internal administrative laws, processes and protocols
- Knowledge of collective agreement negotiations
- Knowledge of legislation related to employment, labour relations, human rights, and privacy
- Ability to plan, strategize, organize and investigate labour relations issues including grievances and disciplinary actions
- Demonstrated ability to communicate effectively, both orally and in writing with a variety of people including senior members, union representatives and corporate colleagues
- Ability to consider different points of view and to effectively and calmly deal with conflict, utilizing an interest-based problem-solving approach
- Demonstrated ability to initiate responsible action under limited supervision
- Ability to maintain confidentiality and work with sensitive information
- Organizational skills with the ability to prioritize and meet deadlines while maintaining a high level of accuracy and detail
- Interpersonal skills with the ability to develop and maintain effective working relationships with various stakeholders at all levels
- Analytical skills with the ability to exercise sound judgement to solve problems quickly and effectively
- Verbal and written communication skills and the ability to summarize and present information clearly to ensure understanding amongst various audiences
- Demonstrated ability to establish and maintain positive working relationships with employees at all levels of the organization, external contacts and the public, in accordance with the Respectful Workplace Standard
**Minimum requirements**:
- Canadian Citizen or Permanent Resident
- Minimum 18 years of age
- No involvement in any criminal activity within the last two years (including illegal drugs)
- No criminal record for which a Pardon has not been granted
**Conditions of employment**:
- Ability to pass a level 3 Winnipeg Police Service security check and maintain clearance
- Must be able to work exclusively onsite
- Prior to commencement of employment, the successful applicant will be required to provide proof of COVID-19 vaccination by providing a Government of Manitoba issued QR code and photo identification or providing proof of an exemption from the COVID-19 vaccination approved by the Government of Manitoba.
