**Job Description**:
**POSITION PURPOSE**
Reporting to the Manager, Development Financing Administration, is responsible for providing advice to Senior Management regarding the financial impact of growth, including growth forecasts, development charges, potential new revenue sources; maintaining and assisting in developing the modelling and analysis necessary to support that advice.

**MAJOR RESPONSIBLITIES**
- Develops, maintains and ensures the accuracy of complex financial models used to derive the growth and development (new construction) and DC rate forecasts that informs the Region’s annual 20 year multi-billion development charge collections forecast.
- Designs and implements complex econometric and demographic models to forecast short and long-term residential and non-residential construction within the Region.
- Conducts policy research and provide advice to Senior Management on funding the infrastructure needs to support sustainable population and economic growth in the Region
- Working in a team, prepares the Development Charge Background and Bylaw, including ensuring the rate calculations accurate reflect any proposed changes for the Development Charge Background Study and the Bylaw.
- Working in a team, develops and provides well-researched comprehensive policy advice to Senior Management for submission to Council regarding the Region’s Development Charge changes to development charge and impacts of provincial legislation.
- Prepares well written and researched materials for the Commissioner, Senior Management and Regional Council
- Acts as Regional representative on provincial, municipal associations and inter-municipal committees.

**QUALIFICATIONS**
- Successful completion of a Master’s Degree in Business Administration, Mathematics, Economics, or approved equivalent combination of education and experience.
- Demonstrated experience in writing policy pieces and analytical reports/studies including the ability to identify problems, analyze and interpret data, and make and defend recommendations.
- Demonstrated experience in policy development in a large multi-divisional organization.
- Knowledge of accounting and economics principles.
- Demonstrated analytical, mathematical and project management skills, including proficiency with statistical software.
