Develops, delivers, implements, monitors, evaluates, and enhances mandatory and voluntary Employment Services (ES) programs; provides group training, employment counselling, individual assessments, referral services, job search, and training and work placement assistance for social assistance recipients, Employment Insurance (EI) recipients, and independent income participants, to enable them to make the transition towards employment and financial independence; and to assess participants’ compliance to voluntary and mandatory programs.

**Knowledge, Skills & Abilities Required**:

- Knowledge of OW and EI legislation; employment program policies and procedures; Federal and Provincial employment programs; employment trends; the local labour market and related legislation, such as Workplace Safety Insurance Act, Employment Standards Act, and Occupational Health and Safety Act; community resources; issues affecting unemployment, specifically disadvantaged groups, such as women in poverty; and of barriers to employment.
- Proven facilitation, job search, and job placement, diplomacy, mediation, and crisis intervention skills with highly developed analytical, organizational, problem solving, and decision making skills in order to research, plan, develop, and deliver mandatory and voluntary programs; as well as to analyze issues and break them down into their component parts, identify difficulties, make systematic and rational judgments, and generate workable solutions. Proven ability to deliver group programs and individual counselling and to provide motivation, guidance, and direction to participants in an empathetic and supportive manner. Ability to offer verbal instruction, advice, and information to staff, participants, employers, educational facilities, and the community; intervene and facilitate the resolution of communication problems; convey education, career, or employment information creatively to participants functioning at a variety of comprehension and literacy levels; teach participants; and explain legal documents and obligations to host organizations.
- Ability to read, comprehend, and explain employment related-publications, legislation, policy, and eligibility requirements, to maintain current knowledge in the field. Ability to write comprehensive and original correspondence and reports, proposals, letters, curriculum, employability assessments, and recommendations.
- Case Management System (EOIS-CaMS), and case management software. Ability to provide basic computer skills training to participants of varying skill levels.
- Must provide an acceptable Police Records Check to ensure suitability for working with vulnerable populations.
- Ability to travel within and outside Waterloo Region.
- Ability to support and demonstrate the Region’s values.
