PURPOSE OF POSITION
Accountable for providing leadership in the development of strategies, operational frameworks, and supervisory approaches, and associated programs, services or initiatives in support of Market Conduct oversight in the Property and Casualty Insurance sector.
KEY RESPONSIBILITIES- Oversees the development, implementation and communication of strategies, operational frameworks, and supervisory approaches for the Property and Casualty insurance sector with an emphasis on treatment of customers outcomes. Supervisory approaches will include the use of data and risk analysis, compliance and/or thematic reviews, and publications.- Oversees the development of and/or enhancement to supervisory programs (e.g., Risk Based Supervisory Framework - Insurance, data collection strategy), intervention frameworks or programs (e.g., supervision and administration) and systems to address consumer protection and foster public confidence in Ontario-incorporated insurers.- As a member of the FSRA leadership team, contributes to the FSRA strategy and development of tactics; and provides leadership in executing programs, services, or initiatives to deliver on the strategy.- Leads a team that designs and develops compliance and thematic reviews and presents results to FSRA business partners, stakeholders and other regulators, building consensus on the resolution of issues.- Plans and manages the delivery of section programs/services/initiatives, ensuring consistency with overall Market Conduct performance measures, standards, and best practices and integration with overall FSRA directions.- Builds high functioning working relationships with key stakeholders, including other FSRA divisions (e.g. CUIP and AIP) and the Property and Casualty Insurance sector. Liases with and participates in relevant industry forums.- Leads and/or participates in relevant CCIR and/or CISRO policy and/or supervision initiatives and develops and manages relationships with regulatory colleagues across Canada.- Provides advice to the Head in designing strategic supervisory initiatives for the Property and Casualty Insurance sector.- Provides expertise and advice to FSRA management and staff on property and casualty insurer and distribution regulation, claims handling, and initiatives in response to issues and risks to achieving FSRA’s mandate, providing evidence-based recommendations for change.- Works with colleagues across Market Conduct and with Policy staff to develop and refine new or existing policy approaches to effective supervision of regulated sectors.- Manages the section and its staff to support an environment and culture of service excellence which respects diversity, encourages all employees to work together to achieve results and contribute to a healthy, rewarding and productive working environment where personal and team accountability are key to meeting the mandate of FRSA. Accountable for building a strong team including: hiring, orienting, training and coaching of staff, determination of performance standards, conduct of performance reviews and management of performance and employee relations matters.- Works with the EVP and Head in the development of overall Property and Casualty Insurance strategy, operational plans and the development and reporting on performance metrics, program effectiveness, risks and impacts related to unit, section and department matters. Recommends approval of financial transactions to the Head/EVP.- Champions and leads critical change and a new collaborative, forward thinking culture within the unit, and works with others to achieve this across the section or department.- Promotes and drives innovation and continuous improvement throughout the section and across FSRA related to section programs, services and initiatives.- Leads and/or participates on projects within the section or department to represent the sections' interests in program/service/initiative decision making.- Acts on behalf of the Head.
