**Position Purpose**
The Manager, Capital Projects has overall responsibility for execution of water treatment, supply and distribution capital projects and wastewater collection, transmission, treatment and disposal capital projects for CRD service areas in Greater Victoria and the Electoral Areas. This position provides leadership and management oversight to a diverse team with a focus on ensuring client needs are met as well as ensuring collaboration and cooperation.

**Key Accountabilities / Position Outcomes**
- Provides leadership, strategic direction and support for Integrated Water Services’ Capital Projects, including leading and supervising the work of technical and professional staff.
- Ensures policies, structures, systems, resources and management practices are in place and effectively support objectives and initiatives.
- Assists with the preparation of Divisional capital budgets, oversight, tracking and controlling budget for areas of responsibility.
- Ensures Capital Projects are defined and completed with a commitment to project deliverables and organizational objectives as well as an ongoing commitment to project management principles.
- Uses diplomacy, tact and strong written/verbal communication, presentation and relationship building skills to maintain strong relationships with internal and external partner and stakeholders.
- Uses leadership, coaching, and employee development practices to create a highly engaged team of professionals and staff with the knowledge, skills and abilities to be successful in their current role and future career development.

**Qualifications**

**Role-specific Knowledge, Skills & Abilities**
- Extensive knowledge in civil engineering, project management and delivery of capital projects.
- Ability to coordinate and manage multiple projects for a number of program areas and to meet required objectives and deadlines.
- Knowledge of the Local Government Act and other legislation and regulation affecting water and wastewater systems, operations and maintenance.
- Proven experience and demonstrated expertise in providing leadership and direction to professional and unionized staff, including motivating and mentoring, conducting performance appraisals, and carrying out grievance and disciplinary provisions of a collective agreement.
- Demonstrated ability to effectively deal with public officials and the public on a variety of issues.
- Excellent communication skills, including strong written, verbal and listening skills combined with effective and proven meeting facilitation and presentation skills.
- Experience in managing consultants and contracts.
- Valid BC Driver’s License.
