Defence Construction Canada (DCC), a leading employer in the National Capital Region, is seeking a dynamic Human Resources professional to lead its HR team.

DCC is a federal Crown corporation with over 1,300 employees across Canada, that provides innovative and cost-effective contracting, construction contract management, infrastructure and environmental services, and lifecycle support for Canada's defence requirements both nationally and abroad.

In this key leadership role, you’ll have the opportunity to lead a dedicated, high-performing team of 40 HR professionals. You will report directly to the Vice-President of Finance & HR and Chief Financial Officer, taking charge of leading the implementation of DCC’s Human Resources Strategic Plan and driving numerous pivotal HR initiatives.

You will play a critical role in aligning our human resources processes with business objectives, ensuring the organization attracts, retains, and develops top talent. As a key strategic partner, you will be responsible for overseeing all HR functions, including recruitment, performance management, compensation, benefits, employee relations, succession planning and compliance. **SUMMARY**

Reporting to the Vice-President, Finance, Human Resources and Chief Financial Officer (CFO), the Director, Human Resources (HR), is accountable for leading the development and delivery of the objectives set out in the Corporation’s HR Strategic Plan and the management of the HR department and HR services across the organization (future of work, HRIS, talent acquisition and retention, diversity and inclusion, wellness, accessibility, culture, rewards and recognition, payroll and benefits, official language, employment equity) and HR legislative compliance. This includes identifying and mitigating risk, achieving corporate objectives and improving the efficiency, value and quality of HR services corporation wide. The incumbent is responsible for ensuring DCC’s HR programs and initiatives are appropriately managed in accordance with corporate standards, legislative requirements and Government of Canada guidelines. The incumbent manages all aspects of HR service delivery, human resources, financial performance, corporate governance and stakeholder relationships for the HR Department. The incumbent develops and advances creative solutions and ensures the HR department is focused on meeting strategic objectives, collaboration, and quality and timeliness of deliverables.

**KEY AND PERIODIC ACTIVITIES**

**Strategic and Operational Planning**
- Working in consultation with the senior leadership team, lead the development of the DCC HR Strategic Plan and its implementation
- Develop and is accountable for implementation and management of the HR Department budget, business plan, initiatives and projects
- Provide advice and recommendations to senior management on HR policies, practices and programs
- Participate in planning, promoting and support of corporate initiatives across the organization

**Risk Management and Reporting**
- Accountable for identifying and mitigating HR related risks including those falling under legislation (workplace violence and harassment, pay equity, employment equity, employee / labour relations)
- Oversees the design, development and implementation of corporate HR policies and programs
- Accountable for ensuring that HR data can be recovered effectively and within the expected timeframe in the Business Resumption Plan
- Ensure quality standards are met, in line with corporate standards, legislation and Government of Canada guidelines

**Leadership and Organizational Management**
- Provides oversight and review of the Department’s most significant human resources issues working directly with team members
- Responsible for core human resources management practices - coach, supervise, mentor, plan and allocate resources, manage performance
- Lead and support a diverse, healthy and respectful work culture
- Designs effective service delivery model
- Develop succession planning and ensure viability of the HR Department
- Act as a leader in the areas of individual, professional and corporate ethics, promote DCC’s image and values, and create a work environment that fosters collaboration, quality, creativity, open communication, respect and innovation
