The Technical Project Manager is responsible for managing and driving the successful planning, execution and completion of complex technical projects for the Government Home Care Solutions (GHCS) division. This role requires a combination of technical aptitude, project management skills, and strong communication abilities. The position will work closely with the technical program manager to ensure that projects are delivered on time, within budget, and to the highest quality standards while working with cross-functional teams and stakeholders throughout the project’s lifecycle.

**Key Duties & Responsibilities**
- Partner with business stakeholders to define project requirements and timelines
- Develop and manage detailed project plans, including timelines, resource allocation, and risk mitigation strategies.
- Oversee the execution of technical projects, ensuring all tasks are completed on time and to specification.
- Manage and track project resources.
- Proactively Identify and mitigate project risks and issues.
- Proactively communicate project status and progress to stakeholders.
- Collaborate with cross-functional teams, other project managers, including developers, testers, and business analysts.
- Monitor and report on project performance metrics.
- Continuously improve project management processes and methodologies.

**Knowledge, Skills & Technical Abilities**
- Strong understanding of software project management methodologies (Agile, Waterfall).
- Ability to lead projects through all phases of the Software Development Life Cycle (SDLC).
- Understanding of Cloud Infrastructure, security, and optimization; Cloud Services; Headless Technology, API management; Cybersecurity & Compliance; Scalability & Performance; Disaster Recovery & Continuity best practices.
- Proficiency in MS Office Suite (Word, Excel, PowerPoint) and project management tools (e.g., MS Project, Jira).
- Excellent project management skills, including prioritization, deadline management, and progress tracking.
- Exceptional interpersonal and communication skills.
- Strong analytical and problem-solving skills with a focus on identifying risks and developing mitigation strategies.
- Ability to work independently and collaborate effectively within a team environment.

Employment Type: Full time Permanent
Hours of Work: 8:30-5pm, Monday - Friday
Work Setting: In-person, office environment
Location: Mississauga, ON with visits to branches & clinics as required

Job Qualification

**Experience**

2-4 years of experience in technical project management, preferably within a complex, regulated environment (e.g., healthcare, finance, government).

Track record of successfully delivering complex technical projects on time and within budget.

**Education**

Minimum: Bachelor's Degree or equivalent experience

Preferred: MBA, Project Management Professional (PMP), Certified Associate in Project Management (CAPM), Certified ScrumMaster (CSM), Certified Scrum Product Owner (CSPO), or equivalent experience.
- Problem Solving
- Typical problems include managing and addressing issues that cause delays in project timelines, such as resource shortages, technical challenges, or scope changes. Additionally, stakeholder misalignment, ensuring projects meet all regulatory and compliance requirements, team coordination, vendor management and performance bottlenecks.
- Problems are escalated to the Technical Program Manager when they impact critical project milestones or exceed the scope of authority.
- Decision Making
- Decisions involve prioritizing tasks, allocating resources, mitigating risks, providing input into technical solutions and optimizing system performance.
- Escalation occurs when decisions require additional approval or impact multiple departments.
- Communication
- Internal: Stakeholders, cross-functional teams, program managers, senior operations leadership, branch leadership
- External: Consultants, vendors
