**Key Responsibilities**:

- Obtain tender documents, review site conditions, and perform pre-qualification tasks.
- Review and comprehend tender specifications and collaborate with consultants for clarifications.
- Communicate with subcontractors and suppliers to solicit competitive pricing.
- Perform quantity calculations and generate cost estimates using estimation software.
- Secure bonding, insurance, and other tender requirements for submissions.
- Prepare and submit tender proposals, ensuring accuracy and timely delivery.
- Facilitate the handover of all project details to the field operations team after bid awards.
- Support change order pricing and maintain thorough documentation for estimates.
- Maintain and update a directory of subcontractors, suppliers, and historical bid information.
- Establish and maintain strong working relationships with internal and external stakeholders.

**Qualifications & Skills**:

- Bachelor's degree or College Diploma in Construction Management, Civil Engineering, Architecture, or a related field.
- **3+ years of experience** in preconstruction management or an estimation role, with a focus on infrastructure construction projects.
- Proven ability to produce tender schedules and conceptual cost calculations.
- Strong knowledge of infrastructure projects, including highways, bridges, roads, water and sewer, wastewater treatment plants, and pumping stations.
- Familiarity with OPSS, CCDC/CCA contracts, and MTO (Ministry of Transportation Ontario) standards.
- Proficiency in Project Estimating principles, including planning, execution, pricing, and vendor/subcontractor management.
- A knack for working with construction estimating software, project management tools, and Microsoft Office Suite.
- Strong analytical and problem-solving abilities, coupled with exceptional attention to detail for delivering accurate estimates.
- Strong proficiency in Microsoft Office, particularly Excel.
- Excellent communication, negotiation, and interpersonal skills.
