**POSITION PROFILE**

Affairs. The Safety Codes Council accredits municipalities, agencies, corporations, and regional service commissions to administer inspections and other safety services as specified under the _Safety Codes Act._

Accredited organizations provide on-the-ground monitoring of compliance with safety codes and employ safety codes officers to evaluate plans, issue permits, perform inspections, issue variances, and enforce compliance through orders.

**THE OPPORTUNITY**

This is an exciting, high-impact opportunity to uphold the principles of the _Safety Code Act_ accreditation program and inspire confidence in Alberta’s safety codes system.

**Program Manager and Administrator of Accreditation** leads the work of the Accreditation business unit, and has a legislated responsibility to oversee and administer the Safety Codes Council’s accreditation program. The Administrator is responsible for making accreditation decisions, including decisions on Quality Management Plan (QMP) submissions by accredited organizations in Alberta and enables accredited organizations to administer the Safety Codes Act and provide services enabled by the Act. The Program Manager guides the activities of program staff and establishes processes to review, assess, and make required decisions.

The authority, responsibilities, and duties of the Administrator are established under the Safety Codes Act. This role plays a key part in managing Alberta’s safety codes system by ensuring accredited organizations are able to effectively meet their obligations and responsibilities set out in the Act. The key functions of the role include:

- making decisions to authorize accredited organizations to administer the Safety Codes Act;
- monitoring and mentoring accredited organizations to assure their involvement is effective, efficient, reasonable, and fair; and,
- taking appropriate compliance and enforcement actions to ensure the viability and confidence in Alberta’s safety codes system.

Your experience in working with a wide variety of technical and non-technical stakeholders is key to success in the role. The Program Manager and Administrator works closely with the Safety Codes Council’s sub-councils, the Government of Alberta, Safety Codes Act Administrators within the Department of Municipal Affairs, and municipalities, corporations, and accredited inspection agencies.

The Program Manager and Administrator works collaboratively with business units across the organization including the Audit Team, Appeals Team, Stakeholder Engagement Team, the Certification, Education, and Training Business Unit, the Investigation Team, and the Alberta Safety Codes Authority to support the delivery of enterprise goals and to ensure the effective functioning of the safety codes system.

**Key Responsibilities and Deliverables**

**Leadership**
- Manage a team to efficiently and effectively achieve the Accreditation business unit’s goals and the Council’s mission and goals and ensure an environment of service excellence, high performance, innovation and embracing change.
- Work collaboratively and cross—functionally across the Council and provide information on accreditation related issues to other areas of the Council including audit, complaints and investigations, appeals, and the Alberta Safety Codes Authority.
- Function as a senior manager within the Safety Codes Council and actively participate in all management related activities, such as budgeting, planning and reporting.

**Program Management & Delivery**
- Identify and develop solutions for emerging issues or issues arising from administration of the program, such as accreditation requirements and cancelling accreditation.
- Monitor and maintain Safety Codes Council records, client updates, and administration regarding existing accreditations.
- Responsible for leading changes to the Safety Codes Council policies regarding accreditation.

**Program Compliance**
- Lead compliance activities to ensure accredited organizations are meeting quality management plan standards.
- Work with the Investigation Team to review complaints regarding accredited organization safety codes administration.
- Provide authoritative direction and decisions respecting levies applied under the _Safety Codes Act._
- Provide authoritative directions and decisions respecting financial charges related to accredited organizations.

**Client Services and Stakeholder Relationships**
- Maintain strong working relationships with stakeholders including government management and staff, accredited organizations, QMP managers, permit issuers, safety codes officers, master electricians, stakeholder associations and other provincial regulators.
