**Job Posting**
The Building Official II will perform duties within the scope of responsibilities as defined by Level 2 Qualifications of the Nova Scotia Building Code Training and Certification Board. As a member of the Building Standards team, the Building Official is primarily responsible for the delivery of Construction Approvals, and Maintenance of Residential Occupancies.
**DUTIES AND RESPONSIBILITIES**
- Conduct Plans examination of proposals for permit issuance;
- Provide project leadership and facilitation with other approval agencies (Water Commission, Province of Nova Scotia, etc.) on progressively complex projects through open lines of communication with developers;
- Conduct detailed inspections of those buildings, structures, facilities and occupancies as defined by the Nova Scotia Building Code within the scope of Level 2 Qualifications;
- Prepare technical reports, formulate correspondence, and discuss findings in support of the programs with Professional Architects, Engineers, Contractors, HRM staff, external agencies, and the public;
- Provide technical advice and direction to Professional Architects, Engineers, Contractors, HRM staff, external agencies, and the public;
- Investigate and ensure document processing when unapproved construction activities have not obtained the required permits;
- Manage and respond to customer service requests and complaints originating from HRM citizens and internal agencies;
- Respond to requests for inspections of Residential Occupancies under By-law M200 and the Fire Safety Act;
- Perform Fire Safety Act Inspections as a Municipal Fire Inspector in accordance with the Nova Scotia Fire Safety Act and Regulations in residential buildings;
- Officially identify and classify buildings for registration on behalf of the Municipality;
- Prepare, receive, approve, and manage tenders for work required to remedy non-compliant property conditions;
- Coordinate outside agencies that provide a safety net of services to tenants of residential occupancies during extreme situations, i.e., Residential Tenancy Program, Red Cross, Salvation Army, etc.
**QUALIFICATIONS**
**Education and Experience**:
- Must have a Level 2 Diploma of Qualification as issued by the Nova Scotia Training and Certification Board.
- Must be a member in good standing with the Nova Scotia Building Official Association or acceptable Provincial equivalent.
- Must have 7 years relevant experience in the following areas: Construction and/or Development industry, administering provincial and/or municipal regulations, statutes and bylaws in a regulatory environment: or a suitable combination of education and experience.
- Must have minimum one (1) year experience as a Building Official 1 with Halifax Regional Municipality or an equivalent level position at another municipality.
- Must be able to demonstrate capacity and competency to inspect all buildings, structures, facilities, and occupancies as defined by the Nova Scotia Building Code.
- Must have a valid Nova Scotia Driver’s License.
**Technical / Job Specific Knowledge and Abilities**:
- A good understanding of the HRM Charter, the Building Code Act and Regulations, Fire Safety Act and Regulations, and municipal by-laws related to construction approvals and building maintenance.
- Must have a sound knowledge and understanding of common law principles including precedents resulting from Court and Regulatory Body decisions.
- Knowledge of associated construction approval departments and agencies as well as their related procedures and regulations.
**Security Clearance Requirements**: Applicants may be required to complete an employment security screening check.

**WORK STATUS**: Permanent, full-time
**HOURS OF WORK**: Monday to Friday, 8:30 a.m. to 4:30 p.m., 35 hours per week. The Building Official II will also be given the option to work a 40 hour week and will be paid accordingly.
**SALARY**: Level 10, $44.06 per hour as per the NSGEU 222 Collective Agreement
**WORK LOCATION**: 3rd floor Duke Tower (5251 Duke St, Halifax)
