**Job Description**:
**POSITION PURPOSE**
Reporting to the Manager, Financial Services & Business Planning, is responsible for managing and coordinating cross branch/department contracts, agreements, and delivery of goods and services; coordinating and supporting procurement activities in consultation with the Region’s Procurement Office; preparation of Council reports; ensuring due diligence and compliance with corporate and departmental standards and the Region’s Procurement Bylaw, while ensuring that program practices are consistent with relevant legislation, regulations, policies and procedures; and managing corporate purchasing card for the department.

**MAJOR RESPONSIBILITIES**
- Manages cross branch and cross department contracts and agreements, including aspects of the procurement process in consultation with the Region’s Procurement Office, ongoing management of vendor performance, issues resolution, contract budget management, and contract renewal requirements in conjunction with the Procurement Office, Risk, and Legal Services in accordance with the Region’s Procurement Bylaw, applicable legislation, and Ministry requirements.
- In collaboration with the Procurement Office, provides procurement support for all branches across the department as needed.
- Coordinates and prepares multi branch procurement Council Reports for purchase of goods and services as required under the Procurement Bylaw.
- Assists the Financial Services and Business Planning team during preparation of the departmental budget.
- Participates in planning and formulation of strategic initiatives for service improvements.
- Assists in the overall direction of setting goals, objectives, developing policies and procedures.
- Investigates and resolves irregularities/discrepancies in delivery, service performance and billings with consultants, contractors and suppliers.
- Manages the implementation of process improvements and special projects.
- Manages staff, including recruitment, selection, hiring, scheduling, assigning and monitoring work, determining training and development needs, coaching and mentoring, conducting performance appraisals and determining/recommending disciplinary action up to and including dismissal in accordance with collective agreements, Regional policies and practices.
- Ensures that operating staff work in a safe manner and utilize all required health and safety equipment and protective devices and follow all measures and procedures as required by the Occupational Health and Safety Act and Regulations and Regional Policies.
- Acts as liaison with the Procurement Office and department to relay procurement developments and interpret impacts to the department.
- Responds to customer enquiries directly and/or resolves difficult or highly sensitive complaints either verbally or in writing.
- Assumes functions of the Manager in that person’s absence, as directed.

**QUALIFICATIONS**
- Successful completion of a University degree in Business/Public Administration, Finance, or related field or approved equivalent combination of education and experience.
- Minimum three (3) years demonstrated experience in project management, financial planning and budgets, overseeing public sector contracts management and contracts administration activities, including a minimum of one (1) year of direct supervisory experience.
- Demonstrated planning and forecasting skills to be able to manage projects, public sector contracts and procurement processes.
- Strong report writing, research, analytical and project management skills to meet program objectives and work to tight deadlines.
- Ability to manage multiple projects within budget for the Department.
- Demonstrated knowledge of relevant Legislation, Standards, Municipal Purchasing / Procurement Bylaws, Acts and Regulations.
- Leadership competencies including operating strategically, leveraging diversity and differences, customer focused, ensuring accountability, managing complex problems, financial management, employing interactive and effective communication, fostering collaborative relationships, cultivating engagement to drive vision and purpose, managing and developing talent, establishing and maintaining trust, displaying self-awareness, and demonstrating resiliency.
