**Our Human Resources & Corporate Services Department is seeking a Lead HR Advisor, Talent Development & Inclusion who will perform a key leadership role in fostering talent development and facilitating change to deliver on Metro Vancouver’s vision to be a leader in diversity, equity and inclusion practices. Your contributions leading the Talent Development program and facilitating the work of the cross-departmental Diversity, Equity and Inclusion project team will provide a meaningful opportunity to develop forward thinking programs and initiatives to positively impact the employee experience for all.**
**You are: are a skilled communicator and facilitator with demonstrated ability to perform a consultative role for cross-departmental employee teams. You bring experience delivering training and managing developmental programs as well as a demonstrated knowledge and experience relating to DE&I program creation and implementation. You promote creativity, advocate with passion, and have the necessary tenacity to navigate a complex organization to implement change.**
**The Lead HR Advisor, Talent Development & Inclusion reports to the Division Manager, HR Talent Management & Organizational Development and falls within our Professional / Technical, Level P3A job family.**
**This role**:
- Leads the Talent Development and Inclusion stream of Talent Management and Organizational Development, including a team of staff. Responsible for ongoing management, design, development, implementation, and administration of Talent Development and employee learning programs focused on supervisory and leadership development, workplace culture and employee resiliency and well-being. Plays a critical role in creating a workplace that supports the growth, success and engagement of all employees.
- Develops and implements strategies to promote diversity, equity and inclusion within the organization including, training and development programs, talent acquisition strategies and initiatives aimed to improve the employee experience and promote inclusion. Actively promotes and engages in dialogue about diversity, equity and inclusion and provides support to team members, staff and managers to do the same. Guides the work of the cross-departmental DEI team to deliver on their priorities to foster a culture of inclusion, remove barriers to participation, develop and deliver inclusive and accessible programs and services, broaden mindsets and advance important conversations. Works collaboratively to identify and address areas of bias and applies change management, project management and communication best practices to deliver on and implement new initiatives.
- Facilitates training courses, programs, developmental processes, working groups and employee led initiatives as well as oversees the work of staff or consultant facilitators to do the same, ensuring overall objectives are achieved. Facilitates consultative processes with employees to arrive at optimal solutions and makes recommendations for the consideration of senior management and the DEI Steering Committee as appropriate.
- Responsible for the Talent Development and Inclusion Program budget preparation, reporting, resource allocations and work plans. Monitors and controls spending ensuring the effective and efficient expenditure of allocated funds. Explains variances, sets milestones and justifies expenditures. Contributes to departmental long range plans.
- Designs, implements and oversees leadership, supervisory, and mentorship programs; provides oversight for program scheduling, administration and intake. Provides advice and guidance to managers and employees on employee development matters. Works with managers on specific employee development needs and provides advice for the creation of individual development plans. Provides coaching and guidance to employees on career development opportunities.
- Works with the Lead HR Advisor, Talent Acquisition and Lead HR Advisor, Organizational Development to assess needs at the organizational level and proposes strategies as appropriate.
- Researches best practices and trends impacting program goals. Works collaboratively across the organization to revise, enhance or create new programs that build organizational capacity and further priorities. Develops and tracks metrics and measurements for program goals and plans; monitors and evaluates the effectiveness of these programs and makes improvements as needed.
