**Position Overview**
To co-ordinate housing programs and provide financial tracking and support for program administration in an efficient, accountable and responsive manner in accordance with established policies and procedures.
**Duties and Responsibilities**
**Duties**:
- Obtains necessary collateral documentation and information; calculates and authorizes payments for all programs
- Administers and monitors housing programs; which could include client selection, drafting legal agreements, agreement signings, registration of agreements, annual reviews, collection of arrears, discharges and postponements
- Provides information to clients, service agencies, staff and the general public on legislation and housing policies and procedures
- Provides assistance, support, consultation and guidance to clients making recommendation for involvement of Community Support Worker when appropriate
- Completes electronic transactions for payment
- Plan, implement and evaluate designated programs in compliance with various legislations, program guidelines and community initiatives
- Recommend changes to Policy and Procedures according to changes in legislation and Program Guidelines
- Prepares and investigates more complex complaints, making recommendation to Supervisor as applicable
- Communicates by telephone and in writing with social agencies, government departments, employers, lawyers, landlords and other organizations and individuals to comply with program requirements or on client’s behalf to resolve problems, verify information and ensure compliance with program requirements
- Completes interviews with client to review documentation and sign agreements
- Prepares program payments to applicable parties, including landlords, contractors, lawyers or clients, to ensure payment is received in the appropriate time frame
- Interprets and makes decisions based on in-depth knowledge of applicable legislation and program guidelines such as the Residential Tenancies Act and its Regulations, Housing Services Act and its Regulations
- Maintains basic current knowledge of other legislation, including, Ontario Works Act, Ontario Disability Support Program Act and income security programs
- Negotiates and approves pay-back plans, monitors the agreements and Initiates legal action as required.
- As required, prepares draft internal review committee submission for supervisory approval
- Prepares all necessary correspondence, documents and monthly and / or annually statistical reports in accordance with the Ministry of Municipal Affairs and Housing guidelines for the purposes of target monitoring, both financially and numerically, of the different programs
- Ensures that all agreements are renewed in a timely manner within the legal guidelines
- Advises supervisor of non-routine problems
- Maintains strict confidentiality as mandated by law
- Participates in internal committees and task forces, provides input to policies, and prepares reports and recommendations as deemed necessary
- Makes referrals to social and /or support agencies to ensure compliance with program guidelines to prevent homelessness
General:
- Incumbents must keep up-to-date on all relevant legislation, collective bargaining agreements, County Policies and Procedures, etc. ensuring that these are implemented as prescribed
- Incumbents must possess the physical ability to meet the duties and responsibilities of the job description and/or the requirements identified within the position's Physical Demands Analysis

**Qualifications**
Minimum Formal Education
- Post-secondary education - Community College Diploma (2 year) in Social Services, Business or Office Administration or equivalent
Experience
- Experience in finance, property management and training in counselling and assessment an asset
