**Main Purpose and Function**

The Emergency Planning Coordinator I develops and coordinates programs, and manages projects within the Vancouver Emergency Management Agency and consults with internal and external stakeholders to develop emergency plans, guidelines and procedures; chairs and/or supports local, regional and provincial planning initiatives. The position is responsible for managing projects and programs with a heavy focus on post-disaster operations in the field, including asset management, plan development, staff/volunteering training and exercising.

**Specific Duties and Responsibilities**
- Facilitates and leads multi-stakeholder planning teams to develop plans, procedures and protocols to support coordinated inter-departmental response to emergencies
- Leads and participates in the development of risk assessments, after-action reviews and debriefs
- Develops and delivers a wide range of training, workshops and exercises to a variety of participants, in a range of formats
- Develops and delivers effective presentations to audiences of various sizes, backgrounds and seniority levels
- Documents, analyzes and implements recommendations from after action report and improvement plans
- Provides direct response support and EM expertise in Emergency Operations Center(s); effectively utilizing and supporting the utilization of EOC technology as part of maintenance, response and training operations
- Acts as VEMA Duty Officer and carries out related duties as required. This includes a 24/7 on-call rotation for a 1-week period every 4-6 weeks. Compensation for overtime and standby pay for this function will be administered as per the Collective Agreement. On call activities include:

- Monitoring for extreme weather and other emerging events that may require coordinated response
- Activating deploying and supporting Emergency Support Services volunteers to assist residents displaced by fire or other emergencies
- Liaising with EMCR to obtain provincial task numbers and/or funding extensions as part of ESS activations
- Assessing emergency incidents to determine support needs and escalation required
- Providing on-site support during emergency responses to locations across the city on a 24/7 basis if needed
- Supporting the issuance of emergency public alerts
- Performing other response related duties as required
- Manages budgets and project plans effectively
- Develops logical and easy to follow recommendations and procedural documentation based on gap analyses, risk and safety assessments
- Assists and maintains emergency response assets and equipment to ensure ongoing readiness of field operations (inventory and equipment caches, equipment testing and preventative maintenance)
- Develops training content with a specific focus on damage assessment and field response operations, EOC and Department Operations Centre (DOC) functions, in consultation with staff from VEMA and other departments
- Supports cross-departmental planning and operational readiness for planned special events hosted by the City of Vancouver
- Other duties/responsibilities as assigned

**Qualifications**

Education and Experience:

- Completion of Grade 12, supplemented by courses in emergency management and considerable experience in emergency planning work, training development and delivery, project management
- Experience working with emergency management information systems, communications and audio visual technology and in managing and maintain projects and ongoing program, or an equivalent combination of training and experience

Knowledge, Skills and Abilities:

- Considerable knowledge of emergency planning, municipal organization and operations, outside agencies and private organizations that could provide support during a major emergency or disaster, and the planning of emergency response exercises
- Working knowledge of British Columbia Emergency Management System, and Federal and Provincial regulations associated with emergency management
- Working knowledge in the following areas of emergency management: mitigation, planning, response, and recovery
