**What the role entails**

This position will provide support to all levels of the organization and plays a key role in both corporate and human resources projects, policies and initiatives that contribute to a high performing organization and an engaged workforce that ensures the achievement of organizational objectives. This will include but not be limited to developing a framework that includes performance management, workforce planning, employee engagement, change management, onboarding, career management and organizational design to enhance our organization’s ability to learn, adapt, and change.

**Responsibilities**

The following responsibilities and duties of this position include but are not limited to:

- In consultation with SLT and people leaders, assessing talent management needs, developing, and implementing strategies to build leadership strength, creating a succession pipeline of talent, and creating a culture of development that enables employees to build and grow their careers within the Municipality.
- Fostering a growth mindset in people leaders and employees, and strengthening a culture of learning, regardless of role.
- Assisting in the development, implementation and ongoing-support of an HR strategy that focuses on employee engagement, training, recruitment, retention, talent management, succession planning and knowledge transfer.
- Researching, designing, developing, coordinating, implementing and monitoring a variety of developmental initiatives, action plans, programs, and training materials to strengthen individual competencies which contribute to a high performing organization and an engaged workforce that ensures the achievement of organizational objectives.
- Developing/designing training courses/programs/materials for classroom based and e-learning based training, including development of presentations, e-Learning modules, job aids and other resources as needed.
- Facilitating and delivering employee training, as needed.
- Determining appropriate accommodations for staff relating to corporate training requirements.
- Evaluation of training programs through the development of metrics to effectively measure and manage program integrity.
- Identifying, developing and managing vendor relationships.
- Developing learning governance procedures and guidelines to ensure consistency across the organization.
- Supporting the development of strategies and programs that evolve from the HR strategy to improve recruitment, training and retention of staff.
- Leveraging the potential of a Learning Management System (LMS) across the organization.
- Other HR related duties as assigned.

**Qualifications**
- Post-secondary education in a related discipline (Human Resources, Organizational
- Development, Psychology, Adult Education) or related discipline; University Degree preferred.
- Completion of an advanced learning and development program or related post
- secondary program (i.e., Certified Training and Development Professional).
- Minimum of five (5) years’ experience in a related organizational development or human resources role.
- CHRL designation in good standing or working towards designation preferred.
- Strong knowledge of talent management and learning technology best practices is essential to this role;
- Current knowledge of effective learning and development methods in a complex, multi
- union, corporate environment;
- Familiarity with eLearning platforms and practices;
- Facilitation experience, with the ability to train based on adult learning principles;
- Curriculum development experience;
- Strong interpersonal communication and coaching skills and able to effectively listen;
- Sound knowledge of human resources theory, best practices and applicable legislation;
