Position Overview:
**Key duties and responsibilities**:

- Provides all aspects of team development including supervision, recruitment, training development and performance management.
- Provides leadership to staff through open and transparent communication and employee development.
- Development and implementation of tax policies, reports and by-laws for submission to Council.
- Assists with preparation of forecasts for critical property tax related items such as assessment growth, supplementary tax revenue, Payment-in-Lieu of taxes, assessment appeals and tax write offs.
- Recommends, implements and maintains the appropriate controls to ensure the accuracy and timeliness of all property tax related billings and collections.
- Ensures compliance with all provincial legislation relating to property taxes.
- Oversees the collection of all property tax in accordance with the City’s collection policies and procedures.
- Leads critical discussions, on escalated property tax collection issues.
- Runs the sale of land for tax arrears procedures as required.
- Manages vendor relationship with the provider of tax sale registration services.
- Periodically oversees the collection of all Accounts Receivable miscellaneous revenue in accordance with the City’s collection policies and procedures.
- Responds to elevated inquiries from staff, members of Council and the public on tax matters.
- Prepares tax schedules for the Financial Information Return.
- Reconciles School Board payments and reviews all tax account reconciliations.
- Assists in the preparation of the annual department budget and budget variance analysis.
- Prepares monthly variances to review with manager.
- Responds to information requests from Auditors.
- Liaise with the Municipal Property Assessment Corporation and Reamined/OPTA as required to ensure legislative compliance for property tax billing.
- Reviews and approves property tax adjustments.
- Ensures that a high level of customer service is delivered on a fair and consistent basis to all customers.
- Assumes duties of Manager of Taxation and Revenue or other revenue supervisors in their absence.
- Coordinates implementation of IT projects related to taxation.
- Performs other related duties as assigned.

**Qualifications and requirements**:

- Successful completion of the Municipal Tax Administration Program is preferred. Must be able to complete within 2 years of hire date.
- Knowledge of municipal finance-related legislation/regulations including the Municipal Act, Assessment Act, and property taxation, as well as the sale of land for tax arrears procedures.
- Demonstrated leadership skills acquired through progressive experience supervising, leading and motivating staff, preferably in a unionized environment.
- Demonstrates a clear understanding of municipal taxation and a general knowledge of municipal administration and accounting.
- Proven analytical, organizational, project/time management, problem solving, revenue collection, negotiation and report writing skills.
- Excellent interpersonal, customer service, staff leadership, and supervisory skills.
- Ability to establish and maintain effective working relationships with a diverse group of stakeholders including the ability to communicate clearly and effectively both orally and in writing.
- Ability to work independently as well as in a team environment and to prioritize to meet strict deadlines.
- Knowledge of JD Edwards or relevant financial software or tax billing software would be an asset.
- Advanced skills in Microsoft Office (Word, Excel, Outlook and PowerPoint).
- Knowledge of the Occupational Health and Safety Act.
- AMCT, CMO, CMTP, CMRP designation would be an asset.
- Completion of or working towards an accounting designation would be an asset.

**Hours of work**:
35 hours per week Monday to Friday between the hours of 8:30 am and 4:30 pm. Hybrid (2 day minimum per week, in office) and flexible work arrangements are available. Occasional evening work would be required to attend meetings. This position is eligible for hybrid and flexible work arrangement options (as per current corporate policy).

**Pay/Salary**:
Non-Union Grade 6: $91,567.41 - $114,459.27
