The Pharmacare Pharmacy Technician plays a key role in supporting Pharmacare programs by conducting special authorization assessments, enrolling patients into drug programs, coordinating vaccine and product distribution, and assisting with program implementation. They also maintain accurate program information as a web content administrator and ensure system functionality as a support for the Medigent systems. Through these responsibilities, the Pharmacare Pharmacy Technician helps facilitate patient and provider access to PEI Pharmacare programs while ensuring program integrity. Duties will include but are not limited to: Evaluate and process special authorization requests based on PEI Formulary clinical criteria, review medical records, prescriptions, and supporting documentation to determine patient eligibility and coverage compliance. Maintain detailed records of all special authorization requests, decisions, and communications, and liaise with healthcare providers to gather necessary clinical information for timely and accurate determinations. Collaborate with the Chief Public Health Office (CPHO) to manage procurement, storage, and distribution of vaccines and other related products, and oversee the storage and distribution of naloxone, ensuring timely coordination with manufacturers and distributors and adherence to contracts. Plan and oversee distribution to public health, healthcare providers, and vaccination sites, while maintaining accurate records of inventory, storage conditions, and distribution activities for compliance and reporting. Coordinate Pharmacare program enrollments by reviewing applications, verifying financial and clinical eligibility, and serving as a resource to patients and healthcare providers to ensure compliance with program guidelines. Serve as a point of contact for patients and healthcare providers, answering inquiries and providing guidance regarding PEI Pharmacare program benefits, eligibility, and application processes. Have thorough knowledge of the PEI Pharmacare programs and Formulary and stay informed about changes to program guidelines, formulary updates, and eligibility criteria. Manage, maintain, and help in creating the Pharmacare’s webpages, webforms, web tools and internal hyperlinks on PEI Government sites and Staff Resource Center webpages. Assist with the configuration, maintenance, and troubleshooting of the Medigent system, ensuring seamless operation while supporting the efficient delivery of Pharmacare services. Provide operational services, in conjunction with the Pharmacare Manager and Information Technology Consultants, for the Drug Information System (DIS). Assist with other Pharmacare related duties as required. Minimum Qualifications: Have graduated from a CCAPP-accredited Pharmacy Technician Program. Must be eligible for licensure as a pharmacy technician with the PEI College of Pharmacy and obtain licensure prior to employment. Have experience working in a team environment. Have excellent communication (verbal and written) and interpersonal skills. Have the ability to self-direct and work independently with minimal supervision. Have a good previous work and attendance record. Have access to reliable transportation. Have demonstrated organization and problem-solving skills, with superior attention to details and accuracy. Have familiarity with the application of best practices that improve patient care, patient safety, resource utilization, and workflow. Proficiency with Office 365 (including Word, Excel, PowerPoint, Teams). Knowledge of PEI Pharmacare programs and services. The successful applicant must provide a satisfactory Criminal Records Check prior to commencement of employment. Other Qualifications: Previous pharmacy experience involving PEI Pharmacare programs and the submission of electronic drug reimbursement claims is considered an asset. Experience with Cerner applications is considered an asset. Knowledge of PEI community resources and the health and community services system is considered an asset. Knowledge of PEI Pharmacare-related legislation (e.g. Drug Cost Assistance Act and Regulations) is considered an asset. Experience building effective working relationships with stakeholders is considered an asset. Knowledge of Pharmacare related IT systems including integrated claims systems and drug information system is considered an asset. This competition may be used to fill future job vacancies.
