Job Profile Under the general direction of the Community Centre Coordinator, the Community Centre Liaison is responsible for supporting with the planning, development, implementation, coordination, and evaluation of programs, services, and initiatives that contribute to the overall wellbeing of the community and the successful operation of the volunteer Community Centre model in Winnipeg. The Community Centre Liaison works collaboratively with various internal City of Winnipeg divisions and departments and externally with Community Centre volunteers, staff, and the General Council of Winnipeg Community Centres (GCWCC) to build relationships, trust and capacity to assist in developing the knowledge base required for the successful operation of individual Community Centres. The Community Centre Liaison plays an important role in ensuring Community Centres are accessible to all citizens of Winnipeg.As the Community Centre Liaison, you will: Serve as the primary liaison between the City of Winnipeg and individual Community Centre boards and staff related to Community Centre operations and the Community Centre model in Winnipeg Support compliance related to the Universal Funding Formula (UFF) for Community Centres. Provide operational support to Community Centres related to their facilities, adjacent athletic fields and spaces under the Centres stewardship. Facilitate communication with other City departments and supports exploration by Community Centres of major maintenance and capital improvement projects to improve programming spaces, accessibility, and overall condition their facilities. Coordinate and provide technical expertise related to community demographics, community needs assessments, and suggested approaches for responsive programming to Community Centres and Community Centre District Boards. Ensure continuous and consistent communications with Community Centres, and contributes to Divisional work, special projects, and other initiatives, as required.Your education and qualifications include: Bachelor’s Degree in business administration, recreation management, community development, political science, public administration or an equivalent combination of education and experience. Three (3) years of diverse and progressive experience in the administration and management of public services, including experience in supporting community development and practices, recreation facility operations (e.g. arenas, parks, sports fields), program development including staff and volunteer scheduling, preferably in a municipal government setting. One (1) year experience with non-profit administration, including board governance, grant program applications, writing and agreements, volunteer coordination, partnership building, etc. Strong political acumen and leadership skills with experience providing respectful and inclusive customer service skills including active listening, empathy and problem solving while working collaboratively with Community Groups, Citizens and Internal/External Stakeholders in order to execute identified work requirements. Effective analytical, problem solving and decision making skills while working under minimal supervision. Ability to interpret, apply and educate various groups on City of Winnipeg by-laws, regulations and policies (e.g. Winnipeg Poverty Strategy, Winnipeg Recreation Strategy, Winnipeg Parks Strategy, Newcomer Welcome and inclusion Policy and Strategy, Equity, Diversity and Inclusion Policy) Exceptional verbal communication skills. Strong written communication skills with experience conducting research, writing reports and briefing documents. Strong organizational skills with the ability to plan, prioritize, and meet deadlines. Strong interpersonal skills with the ability to establish and maintain positive working relationships with employees at all levels of the organization, external contacts, and the public. Proficiency using Microsoft Office (Word, Excel, Outlook, Teams), Office365, SharePoint, and other software applications applicable to the position.
