Applicants are encouraged to self-identify on their electronic application.Applicants who previously applied for this position do not need to reapply.Reporting to the Director, Programming & Partnerships, the Program Coordinator (Indigenous Public Safety) supports the implementation of the municipality’s Council-approved Public Safety Strategy. The Program Coordinator (Indigenous Public Safety) leads the Municipality on the journey to prevent and respond to harms against Indigenous people in Halifax, with a particular focus on community mobilization, public education and awareness, violence against women and two-spirited people, and human trafficking. This includes key coordination with respect to community engagement and planning activities related to priority areas under the Strategy, including but not limited to Advancing Indigenous-led community and enhancing safe city and safe public spaces. The position works closely with Indigenous communities and service providers to address complex community issues to improve the safety of Indigenous communities. The Program Coordinator (Indigenous Public Safety) plays a key role in identifying, coordinating, and working collaboratively with municipal staff, external partners and stakeholders to develop, implement, and provide ongoing support to corporate strategies, policies, and programs that advance community safety.The Program Coordinator (Indigenous Public Safety) is part of a team who works collaboratively with community members and other stakeholders to identify underlying issues contributing to community safety, and works to build collective capacity.DUTIES AND RESPONSIBILITIES:Works collaboratively with communities to identify safety issues and coordinate approaches to improve safety and wellbeing.Plays a key role in the coordination, recommendation, and improvement of community safety programs and initiatives, with both internal and external stakeholders.Leads special projects and responds to issues related to community safety.Provides support and coordination to teams and committees working in the community safety sphere both internally and externally.Provides guidance and recommendations to senior staff on Indigenous community safety issues and oversight of HRM’s efforts to address these issues, including the development and monitoring of related strategies and initiatives.Establishes, maintains, and enhances cooperative relationships with HRM business units, local Indigenous service providers, and Indigenous Political Organizations.Collaborates with other business units, levels of government, non-profits, and community groups in the coordination and delivery of services to Indigenous populations.Represents HRM on issues related to community safety theme areas and service delivery.Plans and ensures the overall implementation of quality, culturally appropriate, trauma informed programs and community responses are in alignment with the Public Safety Strategy.Produces a range of deliverables including reports, presentation and briefing notes, sets priorities, creates a productive work environment, demonstrates and focuses on results, produces tangible and effective work outcomes.Provides strategic advice and guidance to promote decolonizing approaches to Indigenous community safety perspectives across the municipality.Prepares and submits annual Business Plans, aligning with Business Unit and Council Priorities. This includes the creation of detailed work plans to identify; project costs, deliverables, key performance indicators, resource allocation, benefits and schedules for implementation and evaluation to ensure operational goals and objectives are achieved. Applies for and manages grant funds and any other assistance available through provincial, federal, or other stakeholder agencies.Manages memorandums of understanding (MOU’s), Contribution and or Service Agreements, planning, reporting, budgets, implementation and communication of projects and specified ends or deliverables.Represents Programs & Partnerships and/or the Community Safety Business Unit at meetings and events, as required in a positive and professional manner.Ensures all programs and services delivered are compliant with Occupational Health and Safety and all Corporate Policies and Procedures.Develops reports and makes recommendations, in collaboration with other business units, to inform the development of policies and practices.Leads and facilitates community engagement and dialogue on issues of Indigenous community safety and preventing and responding to violence against women and two-spirited people.Develops and maintains relationships with community leaders, public and private agencies, non-profit organizations, and other levels of government.May perform other related duties as assigned.QUALIFICATIONS:Education & Experience:Post-secondary degree in Social Sciences, Community Development, Gender or Equity studies or other relevant discipline.Three (3) years’ experience working and/or volunteering in the field of community organizing, outreach, mobilization, equity, inclusion and/or diversity.Five (5) years working with Indigenous peoples or organizations developing, implementing, evaluating, and adapting Indigenous engagement strategies, programs, or initiatives.Experience in preparing and making presentations.Technical / Job Specific Knowledge and Abilities:A deep understanding of safety issues and challenges particular to Indigenous Persons and communities.Thorough knowledge of the community-based safety landscape in HRM and Nova Scotia including trends, key players, and jurisdictional roles and responsibilities.Understanding of how colonization impacts individual and community safety for Indigenous Persons.Demonstrated experience leading complex projects.Ability to integrate project management and program evaluation techniques in daily work.Strong interpersonal skills and relationship-building skills.Excellent communication and presentation skills.Strong research, planning and organizational skills.Ability to work independently with minimal supervision and meet tight deadlines.Ability to work collaboratively as part of a cross-functional team.Knowledge of culturally appropriate ways of working with equity-deserving communities including Indigenous peoples, African Nova Scotians, and immigrant communities.An equivalent combination of education and experience may be considered.
