Job Synopsis

The Human Resources Manager is responsible for the implementation and management of MCC Canada’s HR strategies and functions. This position will oversee the HR domestic program staff. This full-time position will lead in providing expertise in the daily functional areas of HR including organizational structure, culture and people strategies; recruitment and retention, compensation and benefits, learning and development, policy development, labour laws and compliance, employee relations and equity and inclusion. This position will also support MCC Canada provincial offices. It will work closely with, report to and take direction from the Senior Director of Human Resources.

Essential

  • Bachelor’s Degree + 3‐5 years related experience including 1-2 years supervisory experience.
  • Experience in policy development and interpretation
  • Demonstrated ability to exercise discretion and sensitivity with worker/employee relations and to use consultative and relationship building skills with diverse groups
  • Knowledge of HR legislation, employment standards requirements and best practices
  • Creativity and ability to identify recruitment and placement opportunities.
  • Demonstrated discretion with confidential information.
  • Police record check

  • Ensure that the Gospel of Jesus Christ is exemplified in the performance of all job responsibilities and through personal example.
  • Participate in regular staff meetings, spending time in devotions and prayer with all in attendance in local MCC setting.
  • Model nonviolent peacemaking through daily interactions with staff and the public.

Duties

Leadership and Management: 40%
  • In collaboration with the Senior Director of Human Resources, plan, monitor, evaluate and develop HR strategies, budget and annual plans for domestic program.
  • Develop and administer programs, procedures, and guidelines to help align the workforce with MCC strategic plans
  • Lead all aspects of the MCCC HR Domestic team, including departmental planning, staffing and performance, project management, operational improvements, team administration and reporting.
  • Ensure HR functions follow set policies, relevant legislation and HR best practices
  • Provide leadership and support to Human Resources domestic staff. Conduct regular staff check-ins, annual performance appraisal and Individual contribution pay processes including development of work plans.
  • Co-lead MCCC HR business strategy meetings, HR leads meetings and HR Network meetings
  • Monitor staff relations and functions and make recommendations regarding emerging issues and opportunities.
  • Monitor and evaluate success over time according to indicators identified. Develop reports that not only track indicators but also include analysis and projections
  • Primary contact for domestic program leadership inquires.


Oversee HR Functions
Compensation and benefits
  • Lead all aspects of MCCC employee compensation and benefits programs, including total rewards strategies and philosophies, the implementation and management of compensation methodologies and programs, benefits management, rewards development and management, and related reporting.
  • Represent MCCC on MCC Canada’s Uniform Salary Committee and other collaborative compensation-related initiatives. Participate in MCC’s in Canada Uniform Salary Committee
  • Oversee and manage MCCC compensation and benefits program in collaboration with the Senior HR Director and Compensation and benefits specialist
  • Manage relationship with external consultants and benefit providers
  • In consultation with Job Classification Team determine salary grade of new positions or reclassification
  • Oversee and approve payroll and review and approve benefit invoices

Recruitment and retention
  • Design MCCC recruitment and retention strategies
  • Recruit for all domestic program leadership positions and support the recruitment specialist on other recruit processes.
  • Design and lead MCCC onboarding process, ensuring that it provides clarity and connection for employees, so their roles serve the overall organization mission
    • Conduct and analyze exit interviews and make actionable recommendations based on data
    • Collaborate with all departments to identify and propose appropriate staffing levels based on analysis of growth trends, and workforce planning tools

Learning and Development
  • Develop MCC learning and development strategy
  • Collaborate with Senior Leadership Team (SLT) on organizational training and development plans
    • Develop and deliver training where appropriate
    • Ensure all organization and legally mandated training obligations are met
  • In collaboration with the training specialist develop and implement MCCC training calendar
  • Review and approve MCCC staff development request
  • Build a mentorship and coaching network for MCCC managers and supervisors
  • Review and continuously improve MCC General Orientation and Leadership Seminars
  • Develop an orientation program for MCCC salaried staff

HR Policy, labor laws, legal legislation and HE Best practices
  • Ensure that MCC’s Extended Policy and other relevant agreements under the Shared Framework for HR, as well as MCC Manitoba’s specific Human Resource Policies are developed, revised, communicated to and followed by MCCC employees.
  • Maintain current knowledge of Manitoba Employment Standards and other relevant provincial and federal legislation and implement or recommend measures necessary to ensure full compliance.
  • Develop active ways of soliciting feedback on HR policies during the review period.
  • Interpret HR policies to MCCC manager, superiors and all staff
  • Distribute policies on review to the Canadian HR leads and support them as needed in collecting feedback and responding to provincial policy needs.

Employee Relations
  • Be a culture champion by tracking indicators that assess organizational culture and health, developing recommendations and building meaningful programs for the organization.
  • Oversee general trends, identify areas of improvement, and develop comprehensive long-term strategies to enhance the employee experience and organizational health.
  • In collaboration with the HR team, execute the organization’s HR initiatives, providing exceptional customer service and driving process improvement
  • Support supervisors by providing human resources advice, counsel, and decisions. Act as a confidential advisor/sounding board for both employees and management, developing respectful and trusting relationships.
  • Ensure a strategic Diversity, Equity and Inclusion framework is applied to all HR functions and incorporate restorative justice practices in HR work.
  • Appropriately address HR issues and concerns, support workplace investigations, disciplinary actions, and termination procedures.
  • Oversee and manage the performance management, individual contribution assessment and exit interviews processes. Any other duty as assigned.

Base salary: $73,017
