Overview of Position

The Director, Intake and Assessment, is responsible for leading and directing the Canadian Safe Sport Program (CSSP) intake and reporting processes. The Director will be responsible for developing and implementing process and policy changes with the intake of reports and enhancing the operations of the program. Overseeing the initial intake process and preliminary inquiry process, the Director must ensure that all aspects are trauma responsive, timely, reliable, and procedurally fair. The Director is responsible for building and enhancing relationships with external stakeholders such as law enforcement and child welfare. The Director actively shapes the Intake and Assessment team’s structure, processes, and direction as the Safe Sport program evolves in its developmental phase. The Director will lead the Intake and Assessment team effectively to ensure the goals and desired outcomes are realized.

Duties and Responsibilities

Leadership and Management

  • Provide guidance, evaluate performance, recommend training and development opportunities, and collaborate with HR on matters related to their direct report/s to ensure alignment with program and organizational objectives.
  • Collaborate with the Executive Director, Safe Sport, on the development of strategic goals.
  • Develop and oversee relationships with law enforcement and child welfare agencies.
  • Participate in committees and other external meetings as required.

Reported Cases and Oversight

  • Lead the case intake and resolution, overseeing a trauma-informed team of professionals managing intake processes and resolution matters, and ensure a timely response to all reported matters and inquiries.
  • Assess when additional information is needed from reporters and determine when anonymous reports cannot proceed and must be closed.
  • Liaise with relevant authorities (e.g., police, child protection services, or other law enforcement) on potentially illegal matters or cases involving a child in need of protection.
  • Determine whether there is a duty to report to law enforcement and, if so, ensure it is fulfilled.
  • Collaborate with the Director, Investigations and Systems, to oversee requests for modifying provisional measures, determine when to close reports, and ensure follow-up actions are completed, in consultation with the Executive Director, Safe Sport, and legal counsel.

CSSP Rules and Policies

  • Ensure fair implementation of the CSSP Rules, including jurisdictional determinations and breach assessments, in collaboration with the Director, Investigation and Systems.
  • Oversee intake processes, ensuring compliance with CSSP Rules, internal policies and operating timelines.
  • Contribute to policy development and recommend amendments based on feedback, coordinating with senior leadership as needed.
  • Issue procedural orders under and ensure proper execution on measures aligned with the CSSP Rules.
  • Determine, in coordination with the Director, Investigations and Systems, and Legal Counsel when a breach of the CSSP Rules has occurred.
  • Oversee decisions regarding the imposition of provisional measures.
  • Oversee public registry and work with Executive Director, Safe Sport, Legal Counsel and Director, Investigations and Systems, to make determinations with respect to matters not posted to the registry.

Victim Support and Communication

  • Collaborate with the Senior Manager, Victim Support and Communication, to address cases outside of CSSP jurisdiction, ensure timely follow-up, and provide support services to all involved parties.
  • Oversee the intake team’s health and wellness, ensure trauma-informed training, and recommend improvements to the model.

Analytics and Research

  • Collaborate with the Director, Investigations and Systems, on the development internal metrics and oversee intake and case management system and work with IT on improvements and advancements to the system and its capabilities.
  • Identify issues and coordinate solutions related to the ongoing administration, procedural and technological needs of the Intake team.
  • Provide weekly briefings to the Executive Director, Safe Sport, on reported cases, trends and issues and recommended solutions, and supply statistical data and analytics to stakeholders when required.
  • Support research efforts by assessing trends and offering insight into reported cases.

Quality Management System

  • Develop internal quality controls, ensure team effectiveness, compliance with quality processes, and identify potential risks.
  • Manage risk mitigation strategies and ensure stakeholder feedback is logged in the quality database for tracking and follow-up.

QUALIFICATIONS AND COMPETENCIES

  • University degree in the field of law, public administration, social sciences, or equivalent combination of education and experience.
  • Minimum of 7 years progressive experience in relevant leadership positions along with demonstrated success in managing multi-faceted programs across a broad stakeholder sector.
  • Knowledge of the Universal Code of Conduct to Prevent and Address Maltreatment in Sport (UCCMS) and its implementation across Canadian sport systems.
  • Knowledge of the regulatory and policy environment within which the CCES operates.
  • Demonstrated success in personnel oversight including senior level personnel development and performance management.
  • Success in achieving project goals while leading a team in fulfilling multiple project deliverables in a complex environment.
  • Track record of driving team success through strategic vision and organizational leadership, with a proven ability to foster high-performing teams in challenging environments.
  • Able to work in a collaborative, supportive fashion and bring people together in a way that promotes the organization’s best interests in keeping with the CCES corporate culture.
  • Knowledge of the greater Canadian sport community and awareness of current issues impacting sport.
  • Professional conduct, sound judgement and leadership skills. Strong interpersonal skills including tact, diplomacy, and flexibility to work effectively with colleagues, peers, and direct reports.
  • Demonstrated success in strategic problem-solving, advanced time management, and conflict resolution in high-pressure environments.
  • Bilingual in English and French (spoken and written).
