Senior Capital Planning Specialist

We are seeking a highly skilled Senior Capital Planning Specialist to join our team at Interior Health Authority. As a key member of our capital planning team, you will be responsible for leading and directing multiple capital planning projects to ensure cost-effectiveness and adherence to building standards.
Job DescriptionIn this role, you will lead the facilitation of all stages of multiple capital planning projects, ensuring compliance with client requirements and consistency with technical project scope and functional program requirements. You will also act as a liaison between consultants, external and internal clients, identifying the need for external consultants and assisting in the preparation of procurement documents.
You will perform site inspections, develop functional programs, concept plans, schematic designs, and business plans, which outline all overarching aspects of the project. You will initiate and chair start-up meetings, attend regularly scheduled project meetings, and review drawings and specifications to ensure adherence to building standards.
As a Senior Capital Planning Specialist, you will analyze technical and situational information to determine the project's potential impact on services, facilities, systems, and/or staff. You will prepare cost estimates, report, and quality control assigned capital planning projects, evaluate proposals for consistency within project requirements, and monitor consultant performance.
You will develop project study implementation and work plans, including identification of key partners, critical timeframes, and processes required to ensure effective program solutions and project delivery objectives. You will ensure accurate and timely reporting, identify safety issues, integrate mitigation with the risk management process, and review and approve change management documentation and project invoices.
This is a full-time term specific position based out of Kelowna. We offer a competitive salary range of $88,990 to $127,923 per year, commensurate with qualifications and experience.
