Job Summary

The Manitoba Government is seeking a highly experienced and skilled Manager, Water Quality Management Section to lead provincial efforts in managing, protecting, and rehabilitating surface water quality across Manitoba. This is a technical expert role, requiring sound leadership, technical expertise, planning, coordination, and fiscal accountability for a section comprised of professional personnel.

Key Responsibilities
  • Provide technical expertise and lead the delivery of water quality management programs and legislation.
  • Ensure effective coordination and planning of section activities, including design, budgeting, statistical analysis, implementation, and evaluation of complex water quality management programs.
  • Develop and implement mitigation strategies to address impacts on water quality.
  • Build and maintain effective working relationships with stakeholders, including senior civil servants, officials of other agencies and governments, resource user groups, Indigenous peoples, and the public.
  • Provide leadership on transboundary water quality management.

Requirements
  • Bachelor of Science in an aquatic-related discipline or an equivalent combination of related education, training, and experience.
  • Thorough knowledge of aquatic biology, chemistry, and environmental interrelationships.
  • Experience in program management, planning, and coordination, including budgeting and statistical analysis.
  • Excellent organizational, decision-making, and strategic thinking skills.
  • Demonstrated leadership and supervisory experience with the ability to coach and mentor staff.
  • Effective verbal communication skills, including experience giving formal presentations.
  • Effective written communication skills.

Working Conditions
  • Must be willing and able to work overtime when required.
  • Must be willing and able to travel throughout the province by air, land, and water and occasionally outside of Manitoba (within Canada and the United States).
  • Must be willing and able to undertake field work under sometimes harsh weather conditions.
