At Toronto Community Housing, we are seeking a highly skilled and experienced Design Program Manager to join our Design and Engineering Department.

The successful candidate will be responsible for overseeing design and engineering services for major and minor construction projects, including retrofit, renewal, and rehabilitation projects. This will involve managing an engineering and administrative team, providing architectural project supervision and project management functions, and ensuring that projects are completed on time and within budget.

The ideal candidate will have a strong background in architecture and design, with a minimum of 7 years of experience in the specific architectural discipline. They will also have excellent project management skills, with the ability to deliver a wide variety of project scopes and manage construction schedules, cash flow, and ensure timely completion of construction work.

The Design Program Manager will be responsible for:

  • Working as part of a project team to deliver design solutions
  • Managing architectural initiatives and programs
  • Providing architectural project supervision and project management functions
  • Managing construction teams, including consultants, construction managers, suppliers, and trade contractors
  • Overseeing the progress of construction projects, cost control, drawing review, coordination, facilitation, and document of project development from contract award through to construction completion
  • Preparing documents for tendering and evaluating proposal responses, arranging for procurement, and managing performance
  • Coordinating with other disciplines, internal and external
  • Monitoring project schedules and providing solutions to avoid construction delays
  • Conducting construction inspections and site reviews to ensure work is performed in accordance with original engineering specifications
  • Controlling and maintaining project expenditures within approved budget limitations
  • Developing conceptual and detailed designs, project scopes, cost estimates, schedules, and implementation plans for proposed construction projects
  • Providing design-build, construction management, architectural, and associated planning, pricing, and procurement services
  • Obtaining permits and approvals from governing authorities that have jurisdiction over the work
  • Conducting building condition audits in the specific discipline, preparing specifications, and tendering documents
  • Undertaking architectural and viability studies, including conceptual design, cost estimates, and final reports
  • Providing technical advice and expertise in utilizing standard engineering principles and practices to assist in project and program development
  • Performing investigations, design, and contract administration of remedial work in the specific discipline, and preparing investigation reports incorporating engineering specifications
  • Preparing engineering analysis for new systems, technologies, and procedures with the potential to improve performance of the construction team
  • Performing assessments on building or equipment conditions
  • Reviewing shop drawings and submissions for compliance with requirements and in line with TCHC building standards
  • Arranging for and reviewing drawing production within the construction team
  • Developing, reviewing, and implementing plans and policies for program-specific requirements
  • Developing an in-house database on materials and equipment for application in construction projects
  • Establishing and maintaining key supplier contacts for equipment and specialty subcontractors, including vendor performance reports

The successful candidate will have a strong understanding of the Ontario Building Code, Occupational Health and Safety Act, Construction Lien Act, and other relevant legislation, by-laws, and codes affecting residential development and construction. They will also have excellent analytical skills, with the ability to develop, evaluate, and recommend design and constructability issues and value engineering.
