Overview


The City of Kitchener is seeking a highly skilled Sanitary and Stormwater Network Manager to oversee the technical and planning-related requirements of our sanitary and stormwater collection and treatment systems.


About the Role


This is a critical position that ensures effective planning of new infrastructure and rehabilitation works through the use of hydraulic models, flow monitoring networks, weather station networks, hydrogen sulphide monitoring, inflow and infiltration mitigation strategy, risk management studies, and master planning.


The successful candidate will be responsible for directly supervising technical staff, operating the city's sanitary and stormwater models, and applying engineering expertise to analyze and evaluate the technical performance of both wastewater collection systems.


Main Responsibilities



  • Directly supervise technical staff, including mentorship and performance management.
  • Operate the city's sanitary and stormwater models and apply engineering expertise to analyze and evaluate the technical performance of both wastewater collection systems.
  • Maintain the city's sanitary and stormwater models to ensure the accuracy of the systems infrastructure networks by identifying and addressing any information gaps and issues.
  • Ensure the city's sanitary and stormwater models are continuously calibrated based on various system performance monitoring programs and reports.
  • Develop, implement, and provide continuous expert input into the City's hydraulic modeling manual and regularly prepare relevant processes, procedures, and documentation to coordinate information movement between different departments.
  • Facilitate stakeholder consultation to inform planning, evaluate the impact of recommendations, and foster stakeholder consensus for decisive action.
  • Deploy and maintain a city-wide (~10) weather station network to collect precipitation and other information for model calibration and validation.
  • Plan and implement an annual sewer flow monitoring program to identify and correlate system responses to precipitation events, identify inflow and infiltration to the sanitary network, and confirm system capacity for new and redevelopment applications.
  • Develop and implement an annual hydrogen sulphide monitoring program based on condition analysis of at-risk-of-failure concrete sanitary pipes and a mitigation program.
  • Develop and implement a strategy to address inflow and infiltration to the sanitary collection network using cost-benefit analysis to lower sanitary treatment costs.
  • Tendering and managing contracted services related to data collection and other studies.
  • Project management of 10-year (offset by 5 years) cyclical Integrated Sanitary and Stormwater Management Master Plans, with a new plan update initiated every 5 years.
  • Make recommendations to keep the city updated with changing legislation, regulations, and industry best practices for sanitary and stormwater utilities.
  • Provide input to the annual budget process for data collection and risk mitigation projects.
  • Provide expert advice on project selection, prioritization, and scoping of Water Infrastructure Program projects, including guidance for when single, double, and triple-utility-funded projects are most appropriate to meet asset management objectives.
  • Liaison with operational groups, other city departments, consultants, contractors, developers, regulatory authorities, and municipalities related to current initiatives.
  • Perform other related duties as assigned.

Requirements


To be successful in this role, you will need:



  • A four-year honours degree in civil, environmental, or water resources engineering.
  • A Professional Engineer license to practice in Ontario, with experience in sanitary and stormwater collection networks, including conveyance and treatment controls.
  • Four years of related experience in civil, environmental, or water resources engineering, demonstrating knowledge of both sanitary and stormwater planning and design principles.
  • A strong understanding of hydrology and hydraulic models, including Infoworks ICM, PCSWM, HEC-RAS, and GIS software for spatial data analysis.
  • Possess knowledge of asset management principles in municipal utilities and a thorough understanding of sustainability principles in water and wastewater management.
  • Highly developed interpersonal and leadership skills, and an ability to participate as an influential team member in a collaborative environment.
  • Strong project management, research, and organizational skills to support planning objectives and aid in change management processes.
  • Analytical, research, organizational, and problem-solving skills, excellent verbal and written communication skills, and awareness of plain language principles.
  • Excellent data management skills, and the ability to read and interpret legislation, technical journals, manuals, contracts, work orders, design drawings, by-laws, correspondence, reports, and supplier information.
  • Previous supervisory experience and previous experience leading complex projects and multi-disciplinary teams will be considered an asset.
  • Preference will be given to individuals with previous experience using Infoworks ICM.
  • You must have access to reliable transportation to attend off-site meetings related to the job.
  • Reliable with a good attitude and employment record.
