The Opportunity

Position Purpose: The Regulatory Affairs Manager provides leadership and support to the Regulatory Affairs department, ensuring compliance with industry regulations and government policies. This role reviews and assesses emerging regulatory issues, industry standards, and government initiatives, providing advice and guidance on necessary actions.

Responsibilities:

  • Leads and manages the timely and accurate reporting of all regulatory requirements, including OEB regulated reporting.
  • Leads regulatory-related elements of external audits.
  • Manages regulatory support processes for system connections and expansions.
  • Contributes to the development of regulatory strategies.
  • Coordinates information and writes evidence, reports, and briefings to advance the regulatory agenda.
  • Provides analysis, recommendations, and advice on regulatory advocacy issues and strategic projects.
  • Reviews, processes, and provides interpretation and implications of staff papers and decisions from the OEB.
  • Develops methodologies and approaches to improve the efficiency and effectiveness of regulatory services.
  • Manages record-keeping activities to facilitate the timely and accurate retrieval of documents and records.
  • Monitors industry issues and regulatory developments, building and maintaining relationships with government and regulatory authorities.
  • Remains current with new initiatives from the OEB, IESO, and other organizations.
  • Provides support and works cooperatively with other internal groups regarding industry initiatives and regulatory compliance.
  • Manages the introduction of new or modified regulatory-related business processes.
  • Manages department projects and key initiatives to ensure quality and timely completion.
  • Researches, recommends, and implements new or enhanced policies, procedures, and processes to improve operational effectiveness.
  • Provides overall people leadership and direction through coaching, development, performance management, and resource planning.
  • Ensures compliance with legislative, regulatory, and Health & Safety policies, procedures, and standards.

Qualifications, Knowledge, Skills and Competencies:

Education & Specialized Knowledge:

  • Bachelor's degree in Business Administration, Finance, Economics, Accounting, or a related discipline, or the equivalent related industry experience.
  • CMA/CGA/CA/CPA designation is preferred.
  • Knowledge of regulatory and governmental codes, rules, and regulations would be an asset.
  • Strong computer skills with proficiency in MS Office applications.

Experience:

  • Minimum 5-7 years' experience including a leadership role, preferably in finance and/or regulatory.
  • Extensive experience building financial models and working with complex spreadsheets.
  • Overall understanding of the various functions in a utility.
  • Experience in a unionized utility environment is an asset.
  • Strong ability to lead change and engage, develop, and motivate teams.
  • Strong planning skills, with the ability to assess the impact of decisions.
  • Excellent written and presentation skills, with the ability to organize and convey information in a compelling manner.
  • Solid organizational skills with the ability to work effectively on multiple projects within tight deadlines.
  • Ability to effectively convey the company's interests in a variety of external forums.
  • Strong conflict negotiation skills, with the ability to influence and resolve difficult situations.
  • Must hold and maintain a valid class "G" driver's license.

Working Conditions:

  • Work performed in an environment with minor or almost no exposure to disagreeable or challenging working conditions.
