Job Description

We are seeking a highly skilled and experienced Community Infrastructure Development Manager to join our team at the City of Brandon.

The estimated annual salary for this position is $120,000 - $150,000 CAD.

About the Role

This is a full-time, permanent position responsible for overseeing capital infrastructure planning, design, and construction for the City of Brandon. The successful candidate will lead a team in strategic infrastructure planning, asset management, land development, and infrastructure design and construction.

You will work closely with other directors, including Planning and Buildings, Utilities, and Economic Development, to ensure alignment with the City's vision and growth strategies.

Duties and Responsibilities
  • Develop and implement departmental strategic plans, ensuring services align with the City's vision;
  • Maintain strong working relationships with local developers and contractors to ensure compliance with city standards and specifications;
  • Provide municipal engineering services and advice to various city departments;
  • Liaise with provincial and federal agencies to ensure compliance with relevant acts and regulations;
  • Manage public relations issues and council inquiries regarding department operations;
  • Lead the development and implementation of a city-wide asset management program;
  • Collaborate with other departments to improve service delivery to internal and external clients;
Leadership and Employee Development
  • Gain support and understanding for department initiatives and services among employees;
  • Lead by example, promoting open communication and collaboration within the organization and with the community;
  • Support an environment that encourages creative thinking and innovation;
  • Manage succession and training plans to develop employees' skills and performance;
  • Inspire others to achieve goals and objectives, providing necessary resources and support;
  • Lead adaptation to innovative work environments, ensuring awareness of department initiatives and decisions;
Management and Administration
  • Develop and maintain capital and operating budgets, personnel needs, and resource requirements;
  • Interpret legislation, regulations, policies, and collective agreements as they relate to department services and employees;
  • Direct maintenance of policies and procedures, including administrative policies, safety procedures, and government regulations;
  • Liaise with staff from other departments, providing direction and guidance on service delivery and initiatives;
  • Administer contracts related to the Department;
Qualifications and Experience
  • Bachelor of Science in Civil Engineering or related fields;
  • Membership in or ability to acquire membership with Engineers Geoscientists Manitoba;
  • Manitoba Class 5 driver's license;
  • Experience in design and construction of municipal infrastructure;
  • Substantial progressive leadership experience in a management role (minimum 4-6 years);
  • Progressive experience in project management;
  • Experience in procurement and administration of Engineering Service Providers;
  • Experience in managing large capital and operational programs;
