About This Opportunity

NorQuest College is seeking a highly experienced and strategic professional to fill the role of Associate Vice President, Legal Counsel. As a key member of our leadership team, you will play a vital role in managing the legal affairs and risks of the College.

Key Responsibilities

  1. Strategic Advising
    • Provide strategic and operational advice to employees at all levels of the College, as well as working closely with the College's Board of Governors, Chief Executive Officer, and other stakeholders.
    • Stay up-to-date on changes within the legislative landscape and advise on how they impact College approaches, practices, and processes.
    • Provide education to employees and board members as required.
  2. Legal Services
    • Act as the central point of contact for legal inquiries.
    • Provide legal services to the College in areas such as contracts, legal liability, administrative law, and risk.
    • Retain and provide instruction and oversight to external legal counsel and/or subject matter experts.
    • Advise on a range of legal issues, including contracts, legal liability, policy development, and legislative obligations.
    • Attend Board meetings, provide advice, and oversee confidential Board matters.
    • Draft and negotiate contracts as required.
    • Develop contract templates and advise on processes for contract development, finalization, and execution.
    • Maintain a policy and procedure framework that aligns with the College's commitment to creating an antiracist, decolonial, equitable, diverse, and inclusive organization.
    • Ensure policies and procedures are developed and maintained to support the College's strategic goals and legislative requirements.
    • Oversee and advise the Information, Risk, and Compliance division and support the Director's efforts to evolve and enhance the Enterprise Risk Management program and framework.
    • Support the adoption and implementation of risk activities, enabling organization-wide accountability.
  3. Strategic Leadership
    • Set the strategic direction for the divisions within your area of responsibility and be accountable for providing oversight to your divisions.
    • Provide oversight and strategic leadership to a diverse team, including the Safe Disclosure Office, Information, Risk, and Compliance division, Business Intelligence, Insurance, and Business Continuity.
    • Oversee and uphold the College's commitment to a safe disclosure process, ensuring confidentiality and providing support to individuals who report concerns in good faith.
    • Oversee privacy assessments and breaches.
    • Advise the Information, Risk, and Compliance division on issues related to compliance with CASL and FOIP.
    • Oversee the administration of the FOIP Act and facilitate access to information through FOIP requests or routine disclosures.
    • Oversee the College's insurance program.
    • Oversee effective information governance and management of College records, information, and data.
    • Oversee the production of business intelligence, analytics, and data to support decision-making.

Requirements

  • A law degree from an accredited institution and be a member in good standing with the Law Society of Alberta.
  • At least 10 years of progressive leadership experience, with at least 5 years in a leadership role.
  • Significant public sector experience is required, with experience working as legal counsel at a post-secondary institution being a strong asset.
  • A proven track record of developing and executing strategic plans to achieve short and long-term goals.
  • Knowledge of CASL, FOIP, and the legislative compliance program.
  • Broad legal expertise and the ability to advise on diverse subject matters.
  • Direct experience working with boards.

What We Offer

NorQuest College offers a competitive salary range of $171,804 to $204,789, reflecting your education and experience. This is a full-time permanent position with immediate access to our pension and benefit programs.
