Job Summary

We are seeking a highly skilled and experienced Senior Planner to join our Development Planning team at the City of Hamilton. As a key member of our team, you will be responsible for administering and processing development applications, providing expert land use planning and development advice, and directing project teams to analyze and report on development and planning issues.

Key Responsibilities

  • Review and comment on development applications, including site plans, zoning applications, and official plan amendments
  • Prepare reports to the Planning Committee and Council on development applications
  • Process development applications in accordance with departmental procedures and statutory requirements
  • Evaluate planning and design merits of development applications and make recommendations to Council
  • Negotiate development planning requirements and conditions to settle disputes and policy interpretations
  • Assist in the mediation of land use conflicts and prepare evidence for Ontario Land Tribunal Hearings
  • Develop and implement procedures to streamline the development approvals process
  • Conduct site inspections and receive and answer inquiries from elected officials, staff, and the public
  • Represent the Department at meetings and interpret legislation, including the zoning by-law and The Planning Act
  • Input, manipulate, and retrieve data and assist in the preparation of the annual work program
  • Design and produce conceptual plans and graphic materials for presentations and inclusion in studies, design guidelines, and policy documents
  • Collect and compile, analyze, and interpret data, identify and evaluate alternatives, and formulate conclusions and recommendations
  • Coordinate and arrange meetings, prepare agendas, and act as a resource person
  • Train staff and function as a resource on planning and development issues
  • Liaise with applicants, area residents, elected officials, provincial ministries, and outside agencies
  • Compose correspondence and direct the work of project teams
  • Review and interpret reports and documents from other departments, consultants, outside agencies, area municipalities, and provincial ministries
  • Prepare by-law amendments and review draft by-laws

Qualifications

  • Master's degree in Land Use Planning or a directly related field with a minimum of 5 years of professional experience in land use development, review, and implementation
  • Full Member in the Canadian Institute of Planners
  • Extensive knowledge and experience in real estate transactions and land use planning
  • Several years of directly related professional planning experience in Development Planning
  • Experience before the Local Planning Appeal Tribunal
  • Working knowledge of development approvals processes
  • Ability to plan, assign, and coordinate the work of subordinates in a work team environment
  • Excellent writing skills, analytical abilities, and interpersonal skills
