The Government of the Northwest Territories is seeking a detail-oriented and driven professional to join the Healthcare System Sustainability (HCSS) Unit as an Evaluation and Performance Specialist. The HCSS Unit consists of a team of experts that design, implement, and evaluate financial process improvement projects, business reviews, fiscal policy initiatives, and other special projects aimed at enhancing the efficiency and effectiveness of program and service delivery within the health and social services sector.

In this role, you will be responsible for developing, reviewing, and implementing evaluation and performance measurement programming related to the sustainability of the NWT healthcare system. You will perform in-depth external research and analysis, including jurisdictional scans and literature reviews, to support health and social services sustainability initiatives. This involves reviewing core healthcare programs and services offered in other jurisdictions, identifying best practices, and analyzing healthcare trends.

The insights gathered will be instrumental in developing and assessing scenarios to eliminate redundancies and unsustainable practices, ultimately fostering long-term sustainability in the health and social services system. Your expertise will contribute significantly to the development of policies and strategies that ensure the optimal use of resources and the provision of high-quality healthcare services to the people of the Northwest Territories.

To be successful in this role, you must possess strong analytical and problem-solving skills, excellent communication and interpersonal skills, and the ability to work effectively in a team environment. You should have a bachelor's degree in the social sciences, political science, public administration, or a relevant field of study with a focus on research methods and/or program evaluation.

A minimum of three years of progressive work experience in research and analysis, program design, and/or program evaluation is required. Additionally, you should have demonstrated writing experience preferably in a government setting, which may include research and evaluation proposals, policy and position papers, communication materials, and briefing documents.

Key Responsibilities
  • Develop and implement evaluation and performance measurement programming related to healthcare system sustainability
  • Conduct in-depth external research and analysis to support health and social services sustainability initiatives
  • Analyze healthcare trends and identify best practices in other jurisdictions
  • Develop and assess scenarios to eliminate redundancies and unsustainable practices
  • Contribute to the development of policies and strategies to optimize resource use and provide high-quality healthcare services
Requirements
  • Bachelor's degree in social sciences, political science, public administration, or a relevant field of study
  • Minimum of three years of progressive work experience in research and analysis, program design, and/or program evaluation
  • Demonstrated writing experience in a government setting
Estimated Salary Range

$103,818 - $124,020 per annum plus an annual Northern Allowance of $3,700. A competitive salary range has been established based on the location and industry standards in the Northwest Territories.
