Core Responsibilities

  • Develops, implements, and oversees comprehensive plans for regulatory compliance and risk-based audits to ensure adherence to Municipal By-Laws and regulations.
  • Supervises, trains, and motivates assigned staff to ensure effective teamwork, high standards of work quality, and organizational performance.
  • Coordinates the day-to-day operations of assigned staff, including scheduling, assigning, and reviewing work, authorizing vacation and overtime requests, and monitoring staff performance.
  • Provides on-call supervision to officers working shifts and reports to the work site in emergency situations and during special events.
  • Ensures staff are trained and informed of changes in legislation and regulatory requirements.
  • Monitors and analyzes the changing regulatory landscape, including related legislation, regulations, By-Laws, policies, etc., and identifies policy and program impacts; develops recommendations and action plans to address any issues and undertake program changes.
  • Oversees the development and implementation of data-informed, risk-based audit techniques, procedures, and programs to monitor compliance of licensees and permit-holders and identify By-Law breaches for further investigation and action.
  • Oversees collection, management, analysis, integration, and visualization of high-volume data sets to inform and advance audit and compliance objectives; ensures data is accurate, complete, and timely and compliant with related regulatory requirements.
  • Develops and implements policies and procedures for internal controls and prepares financial reports and analysis for senior management and divisional staff, ensuring compliance with established procedures.
  • Liaises with PPFA Financial Services Supervisors and corporate accounting services regarding revenue-related issues.
  • Resolves By-Law enforcement disputes and liaises with citizens, associations, professionals, and agencies to provide guidance on municipal law enforcement and licensing programs.
  • Represents the District Manager at Community Council, Committee, and public meetings in their absence.

Key Qualifications

  • Post-secondary education in public or business administration, audit, compliance, or related fields combined with relevant supervisory training experience or the equivalent combination of education and/or relevant work experience.
  • Extensive experience of risk-based, technology-enabled audit and compliance frameworks, approaches, techniques, and procedures.
  • Extensive experience in management and analysis of high-volume data, including use of technology and tools for data mining, testing, analysis, and visualization.
  • Considerable experience communicating with public, all levels of internal staff, external stakeholders, and government agencies in an efficient, discreet, and diplomatic manner.
  • Considerable experience in a municipal or other regulatory enforcement environment, interpreting By-Laws/regulations, overseeing compliance audits, supporting, and coordinating investigations.
  • Experience leading and/or supervising staff in complex and politically sensitive environments, including coaching, coordinating, and handling day-to-day labour relations matters.
  • Well-developed critical thinking skills, interpersonal and team building skills.
  • Strong analytical and problem-solving skills, with the ability to develop effective solutions.
  • Ability to represent the City/ML&S Division at Committees to maintain effective working relationships with community groups, stakeholders, elected officials, and other senior managers.
  • Ability to exercise independent judgment and discretion in dealing with confidential or sensitive matters.
  • Knowledge of municipal operations, council proceedings, and divisional issues.
  • Ability to utilize a variety of computer software such as: Microsoft Word, Excel, Tableau 6 and other relevant programs used to support the division's core requirements.
  • Working knowledge of the Occupational Health and Safety Act and Regulations, the Collective Agreements and related labour legislation.
  • Ability to support the Toronto Public Service values to ensure a culture that champions equity, diversity, and respectful workplaces.
