The Senior Healthcare Administrator for Physician Services plays a vital role in supporting the Executive Director of Medical Affairs and Chiefs, Executive Directors, Directors, and Managers throughout Health PEI. This position oversees the administration of health services under the Health Payment Act, medical aspects of health programs and services, physician services, and performance.

As the lead resource for the Implementation Management Committee established under the new Physician Services Agreement, you will be intimately involved in significant transformational change in physician services in Prince Edward Island. Strong working relationships with external bodies including the Medical Society of PEI, the College of Physicians and Surgeons of PEI, and the Department of Health & Wellness are essential.

This role involves providing leadership and guidance to Medical Affairs senior leadership and staff in the ongoing development of divisional strategic and human resource planning with regard to physicians and the implementation of the Physician Services Agreement. Key responsibilities include leading the Implementation Management Team for the Physician Services Agreement, bringing management contingency and succession planning for the Executive Director of Medical Affairs, and providing mentorship, modeling, and coaching to managers and staff in a team approach for leadership, human resource management, budget management, and other requirements conducive to effective management.

A strong communications process between Chiefs, senior management, managers, staff, and medical staff is critical. You will also lead a team of Medical Affairs staff devoted to managing the Physician Services Agreement and provide collaborative leadership to the Implementation Management Team as per the Physician Services Agreement. Reporting on physician performance metrics in alignment with the Physician Services Agreement is also a key responsibility.

This role requires establishing and maintaining up-to-date philosophy, policies, and procedures relating to the division's physician services, as well as monitoring and communicating key deliverables within the divisional operational strategy and work plan in support of the overarching organizational strategy especially as it relates to physician services and evaluation. Continual evaluation of the effectiveness of the section through ongoing monitoring of metrics, and evaluation and feedback from stakeholders regarding goals achieved in relation to the division's goals is essential.

Oversight of the Physician Services Agreement operationalization plan, overall performance, and evaluation is also a critical aspect of this role. Implementing and managing the operational budget related to physician services, responsible for the planning and management of in-province physician services, and the payment of out-of-province medical services are key responsibilities.

Built and developed relationships with both those internal and external to Health PEI to advance physician services within PEI are crucial. Developing effective partnerships between physicians and other collaborating professionals in the healthcare delivery system is also a key objective. A Master's Degree or a degree with extensive related experience in a relevant field such as social sciences, sciences, business, or law is required. Extensive leadership experience in a health environment with a cross-functional knowledge of health delivery services, knowledge of health system issues and government, political, and legislative processes and direction, and considerable experience in management/supervision preferably in a health-related environment are highly valued.
