Job Summary

The IT Architect plays a pivotal role in shaping the technical architecture of Fraser Health, driving policy and standards, and communicating IT infrastructure to staff as needed. This expert provides technical consultation, vision, and leadership in analyzing, designing, planning, implementing, and using IT infrastructure. They coordinate technical planning for corporate large-scale system initiatives, working closely with business units, functional area managers, senior IT team, and architecture team members to define goals, objectives, and plans that direct systems design and implementation activities.

Key Responsibilities
  1. Develop and implement policies and standards related to technology architecture, formulating strategies and plans for short-term and long-term technology architecture that support Fraser Health's business needs.
  2. Design and coordinate the implementation of an enterprise-wide technical architecture based on business requirements and IT strategies, directing activities associated with ensuring compliance with the enterprise architecture.
  3. Analyze the IT environment continually to detect critical performance and security deficiencies, developing or recommending solutions for improvement.
  4. Research and analyze market, technology, and industry trends and standards related to technologies that affect network, security, server infrastructure, and other platforms, providing recommendations on the use and evolution of IT architecture.
  5. Prepare, manage, and evaluate the procurement of external services by managing the RFI, RFQ, and/or RFP process, including creating and evaluating the RFP and committing funds for large enterprise-wide systems initiatives estimated at one million dollars or greater.
  6. Coordinate technical planning for corporate large-scale systems initiatives, working closely with business units, functional area managers, senior IT team, and architecture team members to define goals, objectives, and plans that direct systems design and implementation activities.
  7. Design, implement, and support enterprise-wide security solutions and access controls, providing monitoring, auditing, and investigation expertise into security, policy, and appropriate use violations.
  8. Provide expert technical advice and consultation by performing analysis, formulating recommendations for proposed technology changes, and providing input into application development and into the use of new technology for inclusion in the technology architecture.
  9. Develop annual goals and objectives for the area of responsibility, in collaboration with the Manager, Architecture & Security, ensuring consistency with department plans and authority objectives and strategies.
  10. Participate in assigned Fraser Health, Provincial, and Federal committees, chairing and/or leading discussion as required.
Qualifications

Bachelor's degree in computer science, engineering, or a related study, or an equivalent combination of education, training, and experience. Seven (7) years of recent related experience in a large, complex organization, including experience with at least two IT disciplines from a client/server environment, including but not limited to, project management, technical architecture, systems analysis, network management, application development, middleware, database management, and operations.

Professional/Technical Competencies - Excellent analytical and technical skills, excellent written and verbal communication skills, excellent planning and organization skills, knowledge of all components of a technical architecture, strong understanding of network architecture, understanding of the political climate of the enterprise and how to navigate the politics, ability to understand the long-term (big-picture) and short-term perspectives of situations, ability to translate business needs into technical architecture requirements, ability to estimate financial impact of technical architecture alternatives, ability to apply multiple technical solutions to business problems, ability to quickly comprehend the functions and capabilities of new technologies.
