Job Description

Alstom Gruppe is seeking a highly skilled Track Access Manager to lead the construction activities of our projects in accordance with our governing methodologies.

Key Responsibilities
  1. Represent Alstom at Access Review Meetings: Represent Alstom at all access review, access planning, whiteboard, deconfliction, and production meetings as required.
  2. Attend Pre-Construction Access Meetings: Attend pre-construction access meetings to ensure a smooth and efficient construction process.
  3. Develop Track Access Strategy: Develop an overall track access strategy that is derived from schedule-defined activities and safety requirements.
  4. Ensure Track Access Requests: Ensure that all short and long-term track access requests are submitted in order to meet the project's requirements.
  5. Liaise with Stakeholders: Liaise with internal stakeholders to deconflict and maximize available track access.
  6. Review Work Content: Review all work content with the sub-system teams and the client to ensure the access plan and requested track protection is fully understood and suitable for the task.
  7. Support Logistics Manager: Support the Logistics Manager in scheduling engineering trains and on-track plant during revenue service.
  8. Ensure Compliance with CROR: Ensure that all access requirements are planned and delivered in accordance with all Canadian Rail Operating Rules (CROR).
  9. Develop and Maintain Relationships: Develop and maintain relationships with Alstom and Metrolinx, as well as third-party planning teams.
  10. Identify and Communicate Interface Risks: Identify and communicate interface risks and opportunities.
  11. Ensure Sub-Contractor Compliance: Ensure that all sub-contractors' safe system of work packs are compliant and meet Alstom's standards.
  12. Assume Responsibility for ATO Process: Assume responsibility and accountability as the project's Adjacent Track Open (ATO) process planner, planning all ATO activity in line with Metrolinx mandatory standards and communicate the ATO plan accurately and in a timely manner to those responsible for its delivery.
  13. Provide Training and Support: Provide training, as-needed, to the various sub-systems for development of Rail Corridor Access Requests (RCARs), work method statement documentations, etc.
  14. Ensure Prerequisite Documents: Ensure that all prerequisite documents required to begin any site work are fully approved.
  15. Identify Staffing Needs: Ensure that staffing needs are accurately identified and align with the project's needs.
  16. Contribute to Team Performance: Contribute to the performance, development, and success of the regional planning teams to promote a cohesive and high-performing team.
  17. Work with Permits and Agreements: Work with the Permits, Lands, and Access Agreements team to ensure that all track access points are agreed to with Metrolinx.
  18. Develop and Maintain KPIs: Develop, maintain, and contribute KPIs to the weekly Managers' report.
  19. Create and Maintain Contractor Cost Trackers: Create and maintain Contractor cost trackers.
  20. Attend Short-Term Meetings: Attend and represent the project team on all short-term meetings T-1, T-3, T-7.
  21. Verify and Approve Invoices: Verify and sign flagging/maintainer time cards and approve invoices.
  22. Create and Maintain Major Closure Summary Packs: Create and maintain Major Closure summary packs.
Requirements
  1. University Degree: University degree in a relevant field.
  2. 10+ Years of Experience: 10+ years of progressive work experience in a related field.
  3. Understanding of Planning Process: Understanding of the planning process and its application in a rail environment.
  4. Metrolinx Network Access Planning Standards: Thorough understanding of Metrolinx Network Access Planning Standards (NAPS).
  5. T-Process and Meetings: Understanding and experience of T-process and associated meetings.
  6. Risk Assessment Process: Knowledge of the risk assessment process and its application in a rail environment.
  7. Geographical Railway Infrastructure: Good working knowledge of geographical railway infrastructure.
  8. Group and Line Standards: In-depth knowledge of group and line standards.
  9. HSE Requirements: Knowledge of HSE requirements and their application in a rail environment.
  10. Design and Installation: Appreciation of design and installation processes in a rail environment.
  11. Engineering Trains: Understanding of engineering trains and its uses in a rail environment.
