**About the Role:**

The Drainage Superintendent is a key position within Norfolk County, responsible for overseeing the Municipal Drainage Services team. The successful candidate will manage all programs and services to ensure compliance with the Drainage Act, Federal and Provincial policies, procedures, regulations, and applicable legislation.

**Key Responsibilities:**

  • Manage the Corporation's activities related to Municipal Drains, ensuring adherence to the Drainage Act and relevant legislation.
  • Act as a liaison between individuals, groups, municipal departments, other agencies, ministries, and authorities to resolve private drainage issues.
  • Liaise with stakeholders, including the appointed Drainage Engineer, to provide quality programs and services.
  • Organize and facilitate regulated public meetings as per the Drainage Act.
  • Oversee contractors in completing drain maintenance and construction activities.
  • Manage multiple Municipal Drainage Services, including the Maintenance Program, Construction Program, and Wetland/Riparian Buffer Program.
  • Ensure accurate grant applications and documentation, achieving a zero balance on net recovery costs.
  • Maintain knowledge of legislation, policies, and procedures governing Municipal Drainage Services.
  • Represent the Corporation in Court of Revision, Tribunals, Appeals, and other hearings as required.

**Requirements and Qualifications:**

  • Minimum three (3) year college diploma in Civil Engineering Technology.
  • At least five (5) years' experience in a municipal environment, dealing with technical aspects, construction management, procurement, private landowners, contractors, and engineering firms.
  • Certified Member of O.A C. E. T.T. as Technologist.
  • Successful completion of the Drainage Superintendents course, or willingness to complete within 1 year from date of hire.
  • Proof of competency in surveying through third-party certification.

**Additional Skills and Abilities:**

  • Conflict resolution skills.
  • Comprehensive understanding of the Drainage Act, Tile Drainage Act, and interpreting capabilities for the same.
  • Working knowledge of Federal Fisheries Act, Ontario Water Resources Act, Lakes and Rivers Improvement Act, and other relevant legislation.
  • Advanced surveying capabilities, understanding plans, profiles, and drainage reports.
  • Knowledgeable about new products and technologies.
  • Valid Ontario driver's license and access to a reliable vehicle.
  • Proficient in corporate standard software (Microsoft Office) and department-specific software.
  • Awareness of safe work practices and Occupational Health and Safety Act.

**Benefits Package:**

Norfolk County offers a competitive salary range of $80,454 - $100,568 per annum, along with a comprehensive benefits package.
